Creator Abstract: In 1974, William C. Velásquez established the Southwest Voter Registration and Education Project (SVREP) in San Antonio, Texas. At this time, San Antonio was the country's largest Latino-majority city. SVREP's mission is to empower Latinos and other minorities by increasing their participation in the American democratic process. SVREP is responsible for conducting thousands of voter registration drives. These events have registered over two million Latino voters, and they allow individuals to play an active role in their community through education and training. The Southwest Voter Research Institute (SVRI) was established in 1984 in conjunction with SVREP. SVRI’s mission is to conduct in-depth research in order to provide the public and Latino leaders with relevant information concerning the political opinions and behavior of Latinos. SVREP and the SVRI worked both collaboratively and independently, and they played an essential role in Latino voter mobilization and participation.
Content Abstract: The Southwest Voter Registration Education Project collection is separated into nine series: Organizational Files, Department Files, Publication and Writings, Projects, Artifacts and Ephemera, Photographic Materials, Electronic and Audio Visual Materials, Outside Publications, and Maps. These series pertain to the history and growth of the organization. Each series may or may not have materials from both SVEP and SVRI. At one point the two organizations operated in the same space and often shared files. Each series will indicate what material belongs to which organization. If none are listed, it can be assumed that both SVREP and SVRI contributed and/or used the material because no organization was listed on the document.

Biographical Sketch

The Southwest Voter Registration Education Project was founded in San Antonio, Texas by William C. "Willie" Velásquez in 1974 and is the largest and oldest non-partisan Latino voter participation organization in the United States. The organization was created in order to increase minority participation in the American democratic process and bring awareness to the issues facing Latinos and underrepresented communities.

The organization faced adversity from its inception when the FBI blacklisted Velásquez in 1969. As a member of La Raza Unida and the co-founder of the Mexican American Youth Organization (MAYO) during the late 1960’s, the FBI prevented Velásquez from filing the correct paperwork with the IRS to become an official 501(c)3 national non-profit organization. It was five years later that the organization became official when their first national office opened in 1974.

SVREP primarily served the Southwest which included Arizona, California, Colorado, Nevada, New Mexico, Texas, and Utah. Their mission was to strengthen leadership with Latinos and minorities through education, training, and development in order to create future leaders and increase participation in the democratic process. SVREP’s motto, “Su Voto Es Su Voz” (“Your Vote is Your Voice”) became synonymous with their efforts and became the cry for the change members worked toward. Willie realized the potential for the Latino community’s tremendous impact on future elections and focused SVREP’s efforts on Get-Out-the-Vote campaigns and voter registration drives.

SVREP conducted and sponsored countless voter registration projects across the country, which led to an estimated 2.5 million voters becoming registered since 1974. These projects not only registered voters but also educated the public about local and national issues facing their communities, while also bringing awareness to voting rights issues. These efforts led to SVREP joining forces with other organizations such as the Mexican American Legal Defense and Education Fund (MALDEF) and the Texas Rural Legal Aid (TRLA) to file lawsuits and make others aware of unfair election practices, gerrymandering, and lack of diversity among elected officials. While some of these lawsuits were meant to enforce change regarding existing rules and regulations, other suits were meant to influence individuals, create awareness, and encourage change to vetting and selection criteria.

SVREP’S work led to the creation of the Southwest Voter Research Institute, which is a non-partisan organization that was created in 1985. SVRI’s purpose is to conduct research in Hispanic voter opinions and behavior, as well as analyze public policy to assist Latino and minority leadership in the Southwest. SVRI frequently worked together with SVREP and at one point both organizations operated within the same building. SVRI concentrated its efforts on research and publications that addressed ongoing issues of gerrymandering and voter rights, and also studied election practices and procedures from foreign countries, primarily from Latin America.

SVREP and SVRI suffered a great loss when Willie Velásquez died from complications of kidney cancer on June 15, 1988. Andrew Hernandez assumed the presidency following Velásquez’s death and continuing the work he started, serving in the position from 1984-1994. In 1997, the SVRI was renamed the Willie C. Velásquez Institute (WCVI) in order to further honor his legacy. Velásquez was posthumously awarded the Presidential Medal of Freedom by President Clinton in 1995 in recognition of his work and efforts. Both SVREP and WCVI exist today (2018) and have offices in both San Antonio and Los Angeles.

Scope and Content Note

The Southwest Voter Registration Education Project Records span the years 1974-1994 and contain a majority of paper files, audiovisual recordings, and maps.

The collection is divided into nine series:

The Organizational Files reflect the daily operations of the organization. This series is further broken down into six subseries including Administrative, Correspondence, Conferences, Financial, Grants and Fundraising, and Personnel. The Administrative files contain board meeting minutes, memorandums, contact lists, and office forms that were frequently used. The Correspondence files are organized chronologically by outgoing and incoming mail and alphabetically by organization or individual. It seems that the organization of correspondence changed frequently depending on the individual who was managing it at the time. If searching in correspondence, it is suggested that both the chronological and alphabetical organizations should be checked. The Conferences files represent the conferences employees attended including conference schedules, accommodations, and presentations. The Financial records contain a majority of travel receipts, invoices, bank statements and selected IRS documents. The Grants and Funding files contain the applications submitted to various organizations asking for outside funding, as well as correspondence regarding notification of funding. Lastly, the Personnel files contain files pertaining to employees such as contact information and resumes.

The Department Files are the largest series of the collection. This series is broken down into three subseries including Field Organizing, Legal Department, and Research Department. The Field Organizing files contain voter registration education materials created by SVREP and SVRI that were used in the field to properly train individuals. Regional Planning Committees (RPC) were created to evaluate and assign individuals to each county. The RPC’s resulted in each county receiving funding to conduct voter registration drives. The Voter Registration Projects are organized by state, city and county and contain information regarding each county receiving funding to lead a voter registration drive; this includes budgets, receipts, maps, reports, and contact lists. The Legal Department subseries contains court cases that address the lack of diversity among elected school officials, voting rights, and gerrymandering. SVREP and SVRI often joined other organizations such as LULAC and MALDEF in support of their cases and provided resources for those organizations to aid in their efforts. The Research Department subseries contains files regarding census data, election results, voter registration, polls, research reports, and surveys which all vary by county from Arizona, California, Colorado, Nevada, New Mexico, Texas, and Utah. Lastly, SVREP and SVRI collected hundreds of research articles to aid in creating their own publications and conducting their own research. These articles frequently are from conferences they attended, dissertations, and reports collected from different organizations.

The Publications and Writing series contains newsletters, booklets, and pamphlets. SVRI and SVREP both produced their own annual newsletter spanning from the late 1980’s to the early 1990’s that reported and updated their progress. Both organizations also made it a habit of collecting the newsletters of other organizations, most likely for research purposes and to reference for their own newsletters. Many small booklets and pamphlets were created by SVREP and SVRI that provided information on voting rights, Latino political views, Hispanic political participation, redistricting, and voting trends. These publications were often handed out to the public in order to train and educate the public and familiarize them with current issues.

The Projects series contains files pertaining to Juan Sepúlveda and Latin America. The series is broken down into two subseries including the Juan Sepúlveda Book Project and the SVRI Latin America Project. The Juan Sepúlveda Book Project contains three boxes of files that contain book fundraising correspondence, funding proposals and rough drafts of his book, “Life and Times of Willie Velasquez: Su Voto Es Su Vos.” The Latin America project contains documents such as agendas, timesheets, reports and proposals relating to the organization’s travel to and work in Latin America, including El Salvador, Nicaragua, Mexico, and other parts of Central America. SVRI often traveled to Latin America to observe, compare, and contrast the differences between local and international elections. Selected footage from the organization’s trips to Latin America has been digitized and is available in our digital collections.

The Artifacts and Ephemera series is the smallest in the collection and contains bumper stickers, posters, awards, and material relating to the death of Willie Velásquez.

The Photographic Materials series contains color photographs found throughout the collection. A majority of the photographs were not labeled and do not suggest any further information. A select few additional photographs exist in the collection outside of this series and can be found in the Department Files series, under the Field Organizing subseries, within select "Voter Registration Projects" files. These photographs (Polaroids) document the voter registration drives in different counties and depict individuals encouraging people to register and vote.

The Electronic and Audio Visual Materials series contains removable electronic media (CDs, DVDs, floppy disks) as well as VHS tapes, U-Matic tapes, reel-to-reel audiotape, and audiocassette tapes. These materials are arranged by media format type. UTSA Special Collections digitized a large portion of the audiovisual material, which contains public service announcements, footage from Nicaragua and El Salvador trips, training sessions, and other recordings from staff and the public from the 1970's, 1980's and 1990's. These recordings are available online in our digital collections.

The Outside Publications series contains magazines, books, and reports published by individuals other than SVREP or SVRI. In addition, SVREP and SVRI also collected outside journals, newspapers and clippings throughout the 1970’s, 1980’s, and 1990’s.

The Maps series contains over 500 maps of various sizes. They are arranged by state and county and often contain proposed districts and census adjusted population information.

Note to researchers: Many of the photographs in the collections are unidentified and/or undated. Additionally, while the collection contains biographical documents of Willie Velásquez, it does not contain his personal records.

The Legal Department subseries spans 1974-1994 and is organized alphabetically by the name of the court case. There are fourteen boxes that contain court cases that address the lack of diversity among elected school officials, voting rights, and gerrymandering. SVREP and SVRI often joined other organizations such as LULAC and MALDEF in support of their cases and provided resources for those organizations to aid in their efforts.
Research Department
The Research Department subseries spans 1974-1994 and is broken down into seven subseries including Census Data, Election Results, Voter Registration, Raw Data, Polls, Surveys and Research Reports. These materials are organized alphabetically and all vary by county from Arizona, California, Colorado, Nevada, New Mexico, Texas, and Utah.

Booklets and Pamphlets
The Booklets and Pamphlets subseries spans from 1975-1993 and is organized chronologically. There are two boxes of small booklets and pamphlets created by SVREP and SVRI and provide information on voting rights, Latino political views, Hispanic political participation, redistricting, and voting trends. These publications were often handed out to the public in order to train and educate the public and familiarize them with current issues.

Projects

The Project series spans from 1980-1994 and is organized alphabetically. The series is broken down into two subseries including the Juan Sepúlveda Book Project and the SVRI Latin America Project. The Juan Sepúlveda Book Project contains three boxes of files that contain book fundraising correspondence, funding proposals and rough drafts of his book, “Life and Times of Willie Velasquez: Su Voto Es Su Vos.” The SVRI Latin America project contains six boxes of documents such as agendas, timesheets, reports and proposals relating to the organization’s travel to and work in Latin America, including El Salvador, Nicaragua, Mexico, and other parts of Central America.

The Artifacts and Ephemera series spans from 1980-1994 and is organized alphabetically. There are six boxes that contain bumper stickers, posters, awards, and material relating to the death of Willie Velásquez.

Photographic Materials

The Photographic series is organized alphabetically. There is one box containing color photographs found throughout the collection. A majority of the photographs were not labeled and do not suggest any further information. A select few additional photographs exist in the collection outside of this series and can be found in the Department Files series, under the Field Organizing subseries, within select "Voter Registration Projects" files. These photographs (Polaroids) document the voter registration drives in different counties and depict individuals encouraging people to register and vote.

Electronic and Audio Visual Materials

The Electronic and Audio Visual Materials series spans from 1976-1994 and is organized alphabetically. There are thirty two boxes of duplicate removable electronic media (CDs, DVDs, floppy disks) as well as VHS tapes, U-Matic tapes, reel-to-reel audiotape, and audiocassette tapes. These materials are arranged by media format type. UTSA Special Collections digitized a large portion of the audiovisual material, which contains public service announcements, footage from Nicaragua and El Salvador trips, training sessions, and other recordings from staff and the public from the 1970's, 1980's and 1990's. These recordings are available online in our digital collections.
