The collection consists of 43 flags (8.5 in x 11.5 in) made by students from Alamo Heights Junior School in the late 1960s. The small flags are recreations of flags that have flown in Texas over the course of Texas history. The flags were originally displayed in the students' classroom, but were donated to be shown during HemisFair '68 (1968 World's Fair in San Antonio, Texas). After HemisFair '68 closed, the flags were then displayed at the Institute of Texan Cultures, formerly the Texas Pavilion during HemisFair '68, in the Anglo-American Section. Alamo Heights Junior School is part of the Alamo Heights Independent School District (Alamo Heights, Tex.) The collection's donor, Larry Williams, was the students' teacher at Alamo Heights Junior School.

The flags are arranged in the order that they were displayed at the Institute of Texan Cultures. Each flag is accompanied with a title sheet, which provides the name of the flag, the years the flag was flown over Texas, and brief explanation about the flags' significance.
