Historical Background

Maurice Michael (Mike) Sharlot was born on October 7, 1935 in Brooklyn, New York. Sharlot grew up in Pennsylvania, first graduating from Antioch College, then acquiring his J.D. from University of Pennsylvania School of Law. Prior to his career as a professor of law, Sharlot worked in the legal wing of the Peace Corps, eventually serving as General Counsel. In 1969, Mike Sharlot joined the University of Texas School of Law, where he taught criminal law and evidence. Sharlot’s work in the classroom earned him the admiration of many law students, and he was a recipient of the Texas Exes’ Teaching Excellence Award. Sharlot served as dean of the law school from 1995-2000. During his time at Texas Law, he also published several volumes on criminal evidence. Alongside fellow law school professors Olin Guy Wellborn III and Steven Goode, Sharlot co-authored the Guide to the Texas Rules of Evidence, the Courtroom Handbook on Texas Evidence, and the Courtroom Handbook on Federal Evidence.

Michael Sharlot’s work outside the law school provided invaluable support to the Texas justice system. Among his many professional efforts were his contributions to the reformed drafts of the Texas Rules of Evidence, membership on the Texas Punishment Standards Commission, Committee on the Administration of the Rules of Evidence (Civil and Criminal), and the State Bar Liaison Committee, among others. Sharlot died on June 22, 2013.

Contents of the Collection

This collection contains correspondence, publications, meeting agendas, research materials, and notes relating to professional work of Michael Sharlot. The collection is arranged in three series, highlighting Sharlot’s work as both a professor and legislative committee member.

The first series is Publications. With his fellow University of Texas School of Law professors Olin Guy Wellborn, III and Steven Goode, Michael Sharlot co-authored several volumes of the Guide to the Texas Rules of Evidence, the Courtroom Handbook on Texas Evidence, and the Courtroom Handbook on Federal Evidence. This series contains correspondence, author information, and revisions related to the publication and marketing of each book.

The second series is Legislative Committees on the Texas Rules of Evidence. Throughout the 1970s and 1980s, Texas Legislature authorized the study and revision of the existing parameters of the Texas Rules of Evidence, for which Michael Sharlot was a crucial advising member. The study was managed by a series of committees formed to address specific concerns pertaining to the previous rules of evidence. This series is organized by committee: “Committee for the Administration of the Rules of Evidence (Civil and Criminal),” “Subcommittee on Criminal Matters,” “State Bar Liaison Committee,” “Senate Interim Study on the Texas Rules of Evidence,” “Public Servant Standards of Conduct Advisory Committee,” and the “Texas Rules of Evidence.” Each subseries consists of meeting notes, agendas, correspondence, research materials, and suggested amendments and revisions to the Texas Rules of Evidence. The final subseries contains completed revised copies of the Texas Rules of Evidence.

The third and final series is the Texas Punishment Standards Commission. Distinct from the committees formed to study rules of evidence, the Texas Punishment Standards Commission was established in the 1990s to study the punishments for criminal offenses and their effects, prison conditions and maintenance, and budgetary issues. This series is notably composed of correspondence received in response to the Commission’s solicitation for public commentary on Texas punishment standards. In addition to correspondence, this series also contains meeting notes and agendas, research materials, and legislation and draft proposals for Texas punishment standards.
