Judge William Wayne Justice (1920-2009) was born in Athens, Texas and received his
undergraduate and law degrees from The University of Texas. Judge Justice married Sue Rowan
in 1947. The couple had one daughter, Ellen Justice. He served in the United States Army
before returning to East Texas to practice law with his father and serve as city attorney in
Athens. President John F. Kennedy selected him as U.S. Attorney for the Eastern District of
Texas, and President Lyndon B. Johnson then appointed him to the federal bench in 1968 in
Tyler.
In the course of his forty-one years of service on the bench, Judge Justice worked
courageously to protect civil rights, uphold constitutional freedoms, and ensure equal
justice for all. His landmark rulings safeguarded the rights of minorities, the poor, and
the politically powerless in many areas. These decisions addressed race discrimination in
schools and housing, inhumane treatment in state facilities, the dilution of voting rights,
inadequate education for immigrant and non-English speaking children, and the unnecessary
institutionalization of the developmentally disabled. In 2004, the UT Law School honored
Justice by establishing the William Wayne Justice Center for Public Interest Law. Judge
Justice died in Austin in 2009 at age 89.
Legal materials, correspondence, publications and other materials (approximately 92 linear
ft.) document the life and career of Judge William Wayne Justice. Prominent categories
include Del Rio Civil Cases, General Legal, Correspondence, Personal Files, Speeches, and
two well-represented cases, Ruiz v. Estelle (appears as
Ruiz) and Young v. Cisneros. Several boxes
of books from Judge Justice’s office are also present.
