Physician, writer, and community activist Clotilde P. Garcia was born on 11 January 1917, daughter of Mexican school teachers. Garcia grew up in Corpus Christi, Texas. She earned a B.A. (1938) and M.Ed. (1959) from the University of Texas at Austin, and an M.D. (1954) from the University of Texas Medical Branch in Galveston. Also known as Dr. Cleo, Garcia taught school before becoming a physician and surgeon. She participated in many community and Mexican American organizations, and served on several advisory and executive boards on the county, state, and national levels. She published historical works dealing with South Texas and northern Mexico.

The Clotilde P. Garcia Papers are organized into four series: Personal and Biographical, Written Works, Activities and Organizations, and Subject Files. The collection contains information about the activities of Clotilde Garcia and her family, especially her brother, Hector P. Garcia, founder of the American G.I. Forum (AGIF). It includes correspondence, funding applications, ephemera, publications, reports, scrapbooks, and a videotape. Materials relating to the AGIF include issues of its serials: News Bulletin, The Forumeer, and El Familiar. The collection also includes reports on AGIF activities such as SER-Jobs for Progress, and the Veterans Outreach Program. News releases and letters from Hector P. Garcia also deal with AGIF, as do the videotape and two books. Other materials relate to the Texas Constitutional Revision Commission and the Texas Constitutional Convention of 1973; Nueces County Community Action Agency, its health, employment, and nutrition programs; Mexican Americans and civil rights; the U.S. Senate Special Subcommittee on Aging; and historical and genealogical research. A Spanish primer by Garcia's father, Jose G. Garcia, is also included.
