Historical Note

Claud H. Gilmer (1901-1983) and A.M. Aikin, Jr. (1905-1981), produced the "Gilmer-Aikin" bills during the 51st session of the Texas State Legislature. These bills affected public school education in Texas by raising teachers' salaries and providing state financial support for local school districts. The bills arose from research by a panel, appointed by Governor Beauford Jester, that included Gilmer and Aikin and were known as "the Gilmer-Aikin Committee." The bills were introduced and passed in 1949.

Scope and Contents

The Gilmer-Aikin records relate to information and data gathered by the members of the Gilmer-Aikin committees for use in Senate Bill 115, 116, and 117 of the 51st Texas Legislature. The bulk of the records are reports and articles on various phases of education (transportation, curriculum, teachers, administration, county and state taxes) used in consideration on these bills.
