Abstract: Rayburn served as a Texas legislator from 1906 to 1912, when he was elected to the United States Congress. He was elected House majority leader, Democratic Party, in 1937, holding that position until 1940 when he was named Speaker of the House. He continued in that office until his death in 1961, except for two periods of Republican control when he served as minority leader. Correspondence, speeches, interviews, newspaper clippings, printed materials, financial records, maps, charts, and reports document the political career of Sam Rayburn.

Biographical Note

Sam Rayburn, the longest-serving Speaker of the United States House of Representatives, was born in Tennessee in 1882. The Rayburn family moved to Flag Springs, Texas, in 1887. Rayburn received his bachelor's degree in 1903 from East Texas Normal College (now Texas A&M University–Commerce). In 1906, Sam Rayburn won a seat in the Texas House of Representatives, where he served for six years. During his third term in the Texas House, he was elected Speaker of the House, the youngest Speaker ever, at age 24. That same year, he was elected to serve as a Democratic Representative to the United States House of Representatives. This election began a 48-year career of continuous service in Washington, D. C.

Between 1931 and 1937, he served as chairman of the Interstate and Foreign Commerce Committee and supported the majority of New Deal legislation proposed by the Roosevelt administration from 1933 to 1936. Of particular importance to Rayburn was his work with Sen. George W. Norris in sponsoring the Rural Electrification Act, designed to benefit largely rural areas by providing funding and organization of electric cooperatives.

Rayburn was elected majority leader of the 75th Congress in 1937. In 1940, Rayburn replaced the deceased William Bankhead as Speaker of the House, a position he held for a record number 17 ½ years. He also served as minority leader during the 80th and 83rd Congresses, the two periods of Republican majorities in the House of Representatives. Throughout his political career, Rayburn was known for his ability to balance his strong Democratic partisanship with his unwavering sense of dedication to meeting the needs of the American people.

Rayburn passed away in Bonham on November 16, 1961, and was buried at Willow Wild Cemetery on November 18. President John Kennedy, former Presidents Dwight Eisenhower and Harry Truman, and future President Lyndon Johnson attended the funeral services. The entire Texas Congressional delegation and 105 members of Congress attended the services.

In 1948, Collier's Magazine awarded Sam Rayburn $10,000 for distinguished service to the nation. Rayburn used this award to establish an endowment to support the construction and operation of a library and museum in Bonham, Texas. Ground was broken in December 1955 and the Sam Rayburn Library was dedicated in 1957. From 1957 to 1990, the Rayburn Library was operated under the auspices of the Rayburn Foundation. On January 1, 1991, ownership of the Sam Rayburn Museum was transferred to the University of Texas at Austin and was established as a division of the Briscoe Center for American History.


Scope and Contents

Correspondence, speeches, interviews, newspaper clippings, printed materials, financial records, maps, charts, photographs, and reports document the political career of Sam Rayburn. The bulk is correspondence from government officials and constituents. Correspondents include Franklin D. Roosevelt, Harry S. Truman, Dwight D. Eisenhower, Lyndon B. Johnson, John F. Kennedy, Hubert H. Humphrey, Adlai E. Stevenson, and John W. McCormack. A small portion comprises Rayburn family correspondence. Originally deposited in the Sam Rayburn Library at Bonham, Texas, the papers were acquired by the University of Texas at Austin in 1992.
