Biographical Sketch

The Texas Tech University Institutional Review Board (IRB) began in 1974 with a letter sent to the Department of Health, Education and Welfare in Bethesda, Maryland, by Texas Tech President Grover E. Murray. The letter contained the statement of policy and principals of the Texas Tech University Complex on the protection of human subjects. A 12 member committee was then established on the use of human test subjects. The function of IRB is to protect the rights, safety and well being of the test subjects, and to help investigators plan work that is in accord with ethics, regulatory requirements and the law.

The collection was maintained by Donna Peters, who was the IRB Coordinator and Manager of the Human Research Protection Program. The records were donated upon her retirement in 2016.

Scope and Content

The collection was arranged by the IRB office and contains summary statement information, rosters and appointment letters for the Protection of Human Subjects Committee, correspondence, meeting minutes, annual reports and federal-wide assurance. Of note are the operating procedures (folder 13) and the strategic plan (folder 14). These documents are part of the correspondence series and provide very good information on the background of the IRB and its function.


The collection's original order, as arranged by the donor, has been maintained.
