An Inventory of House of Representatives Chief Clerk Investigation of Public Relations Employees Records at the Texas State Archives, 1937
The investigation of public relations employees on state payrolls was launched by House Simple Resolution 199, introduced April 19, 1937, during the 45th Texas Legislature, Regular Session. According to the provisions of the resolution, the Chief Clerk of the House was instructed to communicate with the various departments and institutions of state government, requesting the names of all public relations employees, their salaries and expense accounts, the duties they were supposed to perform as well as the duties they actually perform, and any other information pertinent to their employment. Accordingly, the Chief Clerk addressed a standard inquiry, accompanied by a copy of the resolution, to all state schools, departments, boards and commissions. Few employees in a public relations capacity were discovered, and none were involved in lobbying activities or were drawing stupendous salaries, as suspected in the text of the resolution.

The Texas House of Representatives Chief Clerk was assigned to investigate public relations employees on state payrolls by House Simple Resolution 199, introduced April 19, 1937, during the 45th Texas Legislature, Regular Session, in order to determine whether such employees were hired to lobby and promote the political campaigns of their employers and were paid unusually high salaries for these services. Records of the Chief Clerk for this investigation include sample copies of outgoing interagency correspondence, a mailing list, incoming interagency correspondence and attachments, a keyed summary report of agency responses, and a copy of the resolution, all dated 1937.
To prepare this inventory, the described materials were cursorily reviewed to delineate series, to confirm the accuracy of contents lists, to provide an estimate of dates covered, and to determine record types.
