Agency History

In the 1920s and 1930s, growing concern related to the long-term management and development of Texas' watershed led to the creation of water conservation and reclamation districts. In 1933, the 43rd Texas Legislature created the Guadalupe River Authority to administer a public water conservation district within the Guadalupe River Basin (Senate Bill 97, 1st Called Session). Two years later, the legislature redefined the district's boundaries to consist of Caldwell, Calhoun, Comal, DeWitt, Gonzales, Guadalupe, Hays, Kendall, Victoria, and Refugio Counties (House Bill 138, 44th Legislature, 1st Called Session). As the district's boundaries included the Blanco River Basin, the name was changed to the Guadalupe-Blanco River Authority (GBRA).

Due to the hilly terrain and narrow drainage basin in the Guadalupe headwaters area, the 46th Legislature created the Upper Guadalupe River Authority (UGRA) to focus efforts on conserving, developing, and managing the upper segment of the Guadalupe River in Kerr County (Senate Bill 303, 1939). As the UGRA district is upstream to the GBRA's boundaries, the two entities collaborate on water planning and projects that affect the greater Guadalupe River Basin. The UGRA is governed by a nine-member board of directors appointed by the governor for six-year overlapping terms.

In the 1950s, prolonged drought highlighted the need for better statewide and regional water resource planning. In 1957, a constitutional amendment created the Texas Water Development Board (TWDB), which administered the Texas Water Development Fund to provide financial assistance to certain political subdivisions, such as UGRA and GBRA, to conduct studies and fund projects (House Joint Resolution 3, 55th Legislature, Regular Session). The Texas Water Resources Finance Authority, created in 1987 and administratively attached to the TWDB, began issuing bonds to increase the availability of financing for projects (House Bill 734, 70th Legislature, Regular Session). Types of projects funded included those related to flood and pollution control, wastewater treatment, and municipal solid waste management.

In 1997, sixteen regional water planning groups were formed to encourage a bottom-up approach to water management and planning. The UGRA is part of Plateau Water Planning Region, or Region J. This region encompasses the southern boundary of the Edwards Plateau and includes five river basins and their tributaries: Rio Grande, Nueces, San Antonio, Colorado and Guadalupe. Each planning region prepares a water plan for the TWDB, which is then incorporated into the statewide plan.
