Abstract: The Texas Historical Commission (THC) administers programs to preserve the architectural, archeological, historical and cultural resources of Texas. The History Programs Division of the THC provides preservation assistance to county historical commissions, museums, nonprofit preservation organizations, state and federal agencies, local governments, students, educators, and the general public. Records in these files include correspondence, memos, minutes, surveys, inscriptions, lists and project files of historical markers, membership lists and activity reports of county historical commissions, clippings, county historical commission newsletters and other publications, programs of local events, photographs, slides, negatives, maps, lists of donors to the Texas Historical Foundation, contracts, bids, and specifications for building historical markers, and electronic records. Dates covered are about 1880-2016, undated, with the bulk dating 1960-1975, 2007-2016. The files document the application for and erection of historical markers throughout the state in the early to mid-1960s (and some Confederate markers out of state), a survey undertaken by the Texas State Historical Survey Committee to gather information about historical markers and other historical and cultural resources in Texas counties, the interaction of the Texas State Historical Survey Committee/Texas Historical Commission with county historical committees, documentation of county historic projects, actions of the State Board of Review in regard to nomination of sites to be added to the National Register of Historic Places, and historic resource images of historic locations throughout Texas.

Agency History

The Texas State Historical Survey Committee (TSHSC) was created on a temporary basis in 1953 (Senate Concurrent Resolution 44, 53rd Texas Legislature, Regular Session) to administer a comprehensive state program for historical preservation; it was given more permanent status in 1957 (Senate Bill 426, 55th Legislature, Regular Session). In 1962 the TSHSC formed the Official Texas Historical Marker Program to record Texas historic sites in all 254 counties. The TSHSC became the Texas Historical Commission (THC) in 1973 (House Bill 1512, 63rd Legislature, Regular Session). In the 1980s and 1990s the commission continued to work on the identification and preservation of historic sites. It administered a number of grant programs, including the Texas Historic Preservation Grant Program, Texas Preservation Trust Fund, and museum grants. It also administered special projects such as the Old San Antonio Road project and Women's History Month. The commission worked to conduct extensive surveys of historic properties across the state, along with reviews of the impact of construction and other building projects on historic and archeological sites.

The THC administers programs to preserve the architectural, archeological, historical, and cultural resources of Texas. The mission of the THC is to protect and preserve the state's historic and prehistoric resources for the use, education, economic benefit, and enjoyment of present and future generations. Duties of the agency include preservation consultation with the public; providing leadership to heritage organizations and county historical commissions; working with communities to protect Texas' architectural heritage, including operation of the Texas Main Street Program; administering the state's historical marker program; working with property owners to save archeological sites on private land; ensuring archeological sites are protected as land is developed for public construction projects; consulting with citizens and groups to nominate properties for historical and archeological landmark status and for the National Register of Historic Places; and making historical attractions a cornerstone of the Texas travel industry. The THC also maintains the , a database of more than 300,000 historic site records; was involved with the La Salle excavations; and was involved with the development of the Bob Bullock State History Museum that opened in Austin in 2001.

The Texas Historical Commission is composed of 11 members appointed by the governor with the advice and consent of the senate, serving overlapping six-year terms. Members must be citizens of Texas who have demonstrated an interest in the preservation of the state's historical heritage, and represent all geographical areas of Texas. Beginning in 1995, the membership must include a professional archeologist, a professional historian, and a licensed architect; and two of the members must be from counties with populations of less than 50,000. The governor names the chairperson. The members appoint an executive director to administer the agency.

In the late 1990s, the Texas Historical Commission went through an agency restructuring in which several divisions were combined. As of 2017, the agency consists of eight divisions that carry out the responsibilities of the agency. The Administration Division oversees budgetary, planning, and other executive functions. The Community Heritage Division acts in partnership with communities and regions to revitalize historic areas, stimulate tourism and encourage economic development. This division operates the Main Street Program, the Heritage Tourism Program, and the Certified Local Government Program. The Archeology Division works to identify, investigate, record and preserve Texas' archeological heritage and engages in a number of programs to educate and assist the public in accordance with the National Historic Preservation Act and the Antiquities Code of Texas. The Architecture Division is dedicated to protecting Texas' diverse historic architecture by administering architectural grants, monitoring the state's National Historical Landmarks and reviewing proposed changes to Recorded Texas Historic Landmarks. The History Programs Division provides preservation assistance to county historical commissions, museums, nonprofit preservation organizations, state and federal agencies, local governments, students, educators and the general public. This division operates the National Register Program and the Local History Program. The Historic Sites Division is responsible for overseeing the agency's 21 historic attractions located throughout the state. Staff members in this division welcome visitors, provide educational opportunities and exhibits, preserve historic structures and artifacts, and work with partner organizations in their communities. The Marketing Communications Division is responsible for developing outreach programs and increasing awareness of the agency's projects and initiatives. This division issues a monthly newsletter, The Medallion, provides production services for other departments, assists with public outreach, and helps coordinate the agency's annual museum conference. Staff Services handles personnel, accounting, and other staff functions.

The History Programs Division provides preservation assistance to county historical commissions, museums, nonprofit preservation organizations, state and federal agencies, local governments, students, educators and the general public. This division also operates the National Register Program and the Local History Program, along with compiling a statewide inventory of Texas properties significant in American history, architecture, or culture. The History Programs Division nominates the most significant properties to the National Register of Historic Places. It assists designated cities with developing ordinances and programs to preserve local landmarks and also provides other assistance to county officials, nonprofit heritage organizations, and individuals in preserving cultural and historic resources of the state. It operates the State Historical Marker Program, the National Register of Historic Places, the Historic Cemetery Preservation, County Historical Commission Outreach, Museum Services, Public Project and Tax Credit Reviews, Military History Program, Historic Resources Survey and Historic Texas Highways.

There are several boards associated with the Texas Historical Commission. The State Board of Review evaluates nominations to the National Register of Historic Places. The Antiquities Advisory Board evaluates nominations for State Archeological Landmark status and considers issues associated with the Antiquities Code of Texas. The Guardians of Texas Preservation Trust Fund cultivates and develops sources of support for the trust fund and advises the commission of potential donors of property or other assets. The Advisory Board of the Texas Preservation Trust Fund makes recommendations on Trust Fund grant allocations and advises on matters relating to more efficient utilization or enhancement of the fund. The Main Street Interagency Council evaluates applications for the Main Street programs.

County historical files include correspondence, surveys of historical markers in the counties, membership lists and activity reports of county historical commissions, clippings, county historical commission newsletters and other publications, programs of local events, photographs of historical markers or sites, maps, and lists of donors to the Texas Historical Foundation. Dates covered are 1953-1979. Many of the activities documented in this series, especially during the 1960s, were undertaken as part of the Texas Historical Survey, a survey conducted by the Texas State Historical Survey Committee to gather information about historical markers and other historical and cultural resources in Texas counties. Correspondents include members of the Texas State Historical Survey Committee (TSHSC) or the Texas Historical Commission (THC), the State Building Commission, members of county historical commissions, county officials, and the general public. County historical committee program files include correspondence, memos, questionnaires, meeting schedules, notes, and various checklists. Dates covered are 1965-1974. The files reflect various levels of interaction between the staff of the Texas State Historical Survey Committee (TSHSC) (later the Texas Historical Commission) and county historical committees.

Historical marker program administrative files include correspondence, logs, maps, notes, drawings, photographs, purchase orders, contracts, bids, and specifications, dating 1955-1984, with the bulk dating 1961-1966. These are administrative files of the State Historical Marker Program operated by the History Programs Division of the THC and its predecessor, the TSHSC. This program includes the erection of markers documenting the Confederacy (both in Texas and at national battlegrounds outside of the state), the Texas War for Independence, and other historical events. Historical marker files include official sponsorship application forms, narrative history, and documentation describing the significance of the location up for consideration by the State Historical Marker Program. All records are in electronic format dating 1962-2016. Formats of the original electronic files include word processing or plain text files (.doc, .docx, .txt, .pdf, .rtf), spreadsheets (.xls., xlsx), and photographs and graphic images (.jpg, .tif, .gif). Digital files presented for public use will generally be PDF for text documents or spreadsheets and .jpg for photographic or graphic images. Files in their original format are available on request; restrictions may apply.

County historic photographic projects include copy photographs, negatives and a few original photographs sent to the THC by county historical commissions as part of the qualifying process for the THC's Distinguished Service Award. The images document county historic photograph projects. Dates of the images, based on the original photograph date supplied, range from about 1880-1988, and undated, the bulk dating from about 1900 to about 1930. Dates of documents submitted with the photographs are 1987-1989. Historic resource slides, maps and drawing files includes color slides of historic locations throughout Texas. Slides appear to be from the 1970s to early 2000s based on visual review of the images.

Survey and inventory files of historic resources include reports, inventory or survey sheets, photographs, maps, plats, inspections, deed records, profiles of facility namesakes, etc. concerning surveys and inspections of several federal facilities in Texas to determine whether any structures or ruins within these facilities would quality for inclusion into the National Register of Historic Places. Physical materials do not circulate, but may be used in the State Archives search room. Physical materials will be retrieved from and returned to storage areas by staff members.

Because of the possibility that portions of these records, Historical marker files, fall under Public Information Act exceptions including, but not limited to: certain email addresses (Texas Government Code, Section 552.137), an archivist must review these records before they can be accessed for research. The records may be requested for research under the provisions of the Public Information Act (Texas Government Code, Chapter 552).

The Public Information Act allows the Archives ten working days after receiving a request to make this determination. The Attorney General has 45 working days to render a decision. Alternately, the Archives can inform you of the nature of the potentially excepted information and if you agree, that information can be redacted or removed and you can access the remainder of the records.

The Texas Historical Commission (THC) administers programs to preserve the architectural, archeological, historical and cultural resources of Texas. The History Programs Division of the THC provides preservation assistance to county historical commissions, museums, nonprofit preservation organizations, state and federal agencies, local governments, students, educators and the general public. This series contains minutes and agenda of the meetings of the State Board of Review, a board affiliated with the Texas Historical Commission. Dates covered are 1983-1995. The minutes report the decisions by the board on nominations of sites to be added to the National Register of Historic Places. The later minutes, beginning about 1990, contain often lengthy summaries of the discussions by board members regarding the status of the nominations. Other topics discussed in the minutes include changes in bylaws, resolutions, guidelines for nominating sites, and election of officers. The State Archives is missing all minutes prior to October 1983, minutes from 1984, January 1985, 1987, October 1988, February 1990, March 1991, July 1992, February 1993, September 1994, and any after February 1995. Agenda and supporting documentation are not present.
Information from the entries listed on the National Register can be found in an online database maintained by the Historical Commission, known as The Texas Historic Sites Atlas. As of February 2017, the Atlas was available on the web site of the Texas Historical Commission and can be searched by county, site name, or address at http://www.thc.texas.gov/preserve/texas-historic-sites-atlas.
Historical Sketch
The National Register of Historic Places was established in 1966 through passage of the National Historic Preservation Act. The register serves as a federal listing of buildings, sites, structures, districts, and objects that meet one or more of the criteria defined in 36 CFR (Code of Federal Regulations) Part 60.4. If a site is eligible, a form is completed and submitted for nomination. Once a site is nominated, the form is reviewed by the National Register Department, then by the State Board of Review for formal consideration. If passed, it is submitted to the Keeper of the National Register for final approval and listing. The first listing of Texas properties in the register was in October 1969.
Agency History
The State Board of Review, affiliated with the Texas Historical Commission, evaluates nominations of historic sites to the National Register of Historic Places. Members are professionals in the fields of architecture, history, archeology, and architectural history. Members are appointed to the Board by the Texas Historical Commission.

The History Programs Division of the THC provides preservation assistance to county historical commissions, museums, nonprofit preservation organizations, state and federal agencies, local governments, students, educators and the general public. Records in this series include correspondence, surveys of historical markers in counties, membership lists and activity reports of county historical commissions, clippings, county historical commission newsletters and other publications, programs of local events, photographs of historical markers or sites, maps, and lists of donors to the Texas Historical Foundation. Dates covered are 1953-1979, undated.
Many of the activities documented in this series, especially during the 1960s, were undertaken as part of the Texas Historical Survey conducted by the Texas State Historical Survey Committee to gather information about historical markers and other historical and cultural resources in Texas counties. Specific survey projects covered in these records included gathering data on the location and condition of historical markers and centennial celebration markers in the counties. Other topics found in this series include membership and activities of the county historical commissions, appointments to the county historical commissions, requests for historical markers and medallions, historical marker dedications, requests for information about historical figures and/or historic sites in the counties, operation of local historical museums or sites, and meetings of county historical commissions. Correspondents include members of the Texas State Historical Survey Committee or the Texas Historical Commission, members of county historical commissions, county officials, and the general public. Some of the clippings in the files, especially in the early years, detail historical events that took place in the county; some clippings tell the story of early families in the county.
The Historical Commission maintains three other series containing information about county historical resources. The Historical marker files series contains records of approved historical markers, and the series Historic resource slides, maps and drawing files includes photographs and slides of historic sites in counties. The series Survey and inventory files of historic resources contains records from early surveys of historical resources in the state.
Arrangement
The county files were organized by date into nine groups, some of which overlap in date coverage. Not all counties are represented in each group as most groups have some gaps. The files are arranged alphabetically by county within each group. Arrangement within the folders varies by group. Many are roughly in reverse chronological order based on the date of outgoing letters. This order is not always present in the earlier files, especially those containing large numbers of clippings. Clippings were usually congregated in the middle of the file, and were not in any particular order. The last group contains annual reports of counties for 1975-1977 following the county files. The Texas Historical Commission (THC) administers programs to preserve the architectural, archeological, historical and cultural resources of Texas. The History Programs Division of the THC provides preservation assistance to county historical commissions, museums, nonprofit preservation organizations, state and federal agencies, local governments, students, educators and the general public. These files include correspondence, memos, questionnaires, meeting schedules, notes, and various checklists. Dates covered are 1965-1974. The files reflect various levels of interaction between the staff of the Texas State Historical Survey Committee (TSHSC), later the THC, and county historical committees. The Texas Historical Commission (THC) administers programs to preserve the architectural, archeological, historical and cultural resources of Texas. The History Programs Division of the THC provides preservation assistance to county historical commissions, museums, nonprofit preservation organizations, state and federal agencies, local governments, students, educators and the general public. Records consist of correspondence, logs, maps, notes, drawings, photographs, purchase orders, contracts, and bids and specifications, dating 1955-1984, the bulk dating 1961-1966. These are administrative files of the historical marker program operated by the History Programs Division of the THC and its predecessor, the Texas State Historical Survey Committee (TSHSC). Correspondents include TSHSC/THC staff, the State Building Commission, the State Board of Control, county historical societies, local officials, firms building or repairing historical markers or monuments, and the general public. Topics include the construction, erection and repair of historical markers; text of marker inscriptions; and administration of the historical marker program. There is a separate group of folders for Confederate and Texas War for Independence markers and monuments.
In addition to state historical markers, files are also present concerning Confederate markers in other states that have a significance to Texas. Of special note is a log of memorial markers in Texas (mostly for Confederate sites), giving the name of the marker and the dates received, approved, and erected. Filed with the log are individual sheets on each marker (title, location, contact source, text of inscription on marker). Also worth noting are lists of historical markers in most Texas counties (giving the topic and description of marker) and a survey of grave locations for Texas War of Independence veterans. This survey contains the name, site of grave, source material, and notes. Some material on 1936 Centennial markers is also present. There is a small amount of correspondence that discusses other programs within the TSHSC, mostly correspondence with the State Building Commission about wages and other administrative costs.

The Texas Historical Commission (THC) administers programs to preserve the architectural, archeological, historical and cultural resources of Texas. The History Programs Division of the THC provides preservation assistance to county historical commissions, museums, nonprofit preservation organizations, state and federal agencies, local governments, students, educators, and the general public. Historical marker files include official sponsorship application forms, narrative history and documentation describing the significance of the location up for consideration, floor plans, maps, historic photographs, photographs of the current location, and the marker inscription text, dating 1962-2016. Also included are spreadsheets created by THC of all RTHL (Recorded Texas Historic Landmarks) records transferred to the State Archives, which include the marker number, county, title, address, year, job number, and timeline of events for marker approval. These records are in electronic format.
Formats of the original electronic files include word processing or plain text files (.doc, .docx, .txt, .pdf, .rtf), spreadsheets (.xls., xlsx), and photographs and graphic images (.jpg, .tif, .gif). Digital files presented for public use will generally be PDF for text documents or spreadsheets and .jpg for photographic or graphic images. Files in their original format are available on request; restrictions may apply. Marker files created prior to 2007 were digitized by THC staff and provided to the State Archives in PDF format.

Program History
Historical markers commemorate diverse topics in Texas history, including: the history and architecture of houses, commercial and public buildings, religious congregations, and military sites; events that changed the course of local and state history; and individuals who have made lasting contributions to the state, community organizations, and businesses. Historical markers can be found in all 254 Texas counties and as of 2017 there are more than 16,000 state historical markers. Age, significance, and architectural requirements govern the eligibility of topics and sites when applying for either a subject marker, Historic Texas Cemetery marker, or a Recorded Texas Historic Landmark marker. The process includes submitting a sponsorship application form which provides basic information to be used by THC in the evaluation process. There are separate forms for subject marker requests, Historic Texas Cemeteries and Recorded Texas Historic Landmarks. The Texas Historical Commission (THC) administers programs to preserve the architectural, archeological, historical and cultural resources of Texas. The History Programs Division of the THC provides preservation assistance to county historical commissions, museums, nonprofit preservation organizations, state and federal agencies, local governments, students, educators and the general public. Records include copy photographs, negatives and a few original photographs received from the Texas Historical Commission documenting county historic photograph projects. Dates of the images, based on the original photo date supplied, range from about 1880-1988, and undated, the bulk dating from about 1900 to about 1930. Dates of documents submitted with the photographs are 1987-1988. According to documents found in the files these are photos sent to the THC by county historical commissions as part of the qualifying process for the THC's Distinguished Service Award. This qualification process included visual documentation of local history by submitting several copies of historic photographs, such as from collections in a local museum or county archives. Items filed with the photographs include inventories of photographs in collections or in a museum and descriptions of the collections or of individual photographs. Inventories are not present for all counties submitting photographs. Files are present for only a few counties. Preceding the set of county files is a folder of photographs used by the THC in its publications. Specific publications are not noted.
The bulk of the photographs are black-and-white and range in size from 3 x 5-inch to 8 x 10-inch photographs. A few color photographs are present for one county.

The Texas Historical Commission (THC) administers programs to preserve the architectural, archeological, historical and cultural resources of Texas. The History Programs Division of the THC provides preservation assistance to county historical commissions, museums, nonprofit preservation organizations, state and federal agencies, local governments, students, educators and the general public. This series consists of color slides of historic locations throughout Texas. Slides appear to be from the 1970s to early 2000s based on visual review of the images. Historic locations encompass individual residences, apartment buildings, libraries, county courthouses, county jails, churches, synagogues, bridges, historic districts, commercial districts, main streets, district maps, post offices, state and local parks, hotel, theaters, high schools, banks, railroad stations, historic forts and military bases, fire stations, municipal buildings, highways, national monuments, museums, universities, hospitals, city halls, and cemeteries. Landmarks include the Texas State Capitol, the Alamo and other Spanish missions in San Antonio, La Bahia, USS Texas and the Battleship Texas State Historic Site, Big Bend National Park, Enchanted Rock, the Rothko Chapel, Dealey Plaza, the San Jacinto Monument, and the Fort Worth Stockyards.
Miscellaneous slides do not always have county information available. These images are of vintage business signs, murals and paintings depicting historic scenes, landscapes of Texas, aerial views of historic sites, historic advertising, and a set of slides titled "How to Conduct a Survey."
Arrangement
Slides are arranged alphabetically by county and then numerically by the THC slide number. One group of unidentified miscellaneous slides are arranged numerically at the end of the county list.

Survey and inventory files of historic resources, 1921-1949, 1986-1996, bulk 1992-1996,

The Texas Historical Commission (THC) administers programs to preserve the architectural, archeological, historical, and cultural resources of Texas. The History Programs Division of the THC provides preservation assistance to county historical commissions, museums, nonprofit preservation organizations, state and federal agencies, local governments, students, educators and the general public. These records are reports, inventory or survey sheets, photographs, maps, plats, inspections, deed records, profiles of facility namesakes, etc. concerning surveys and inspections of several federal facilities in Texas to determine whether any structures or ruins within these facilities would qualify for inclusion into the National Register of Historic Places. Dates covered are 1921-1949, 1986-1996, bulk 1992-1996. The surveys were conducted by federal agency contractors to gather data about historic and cultural resources and filed with the Texas Historical Commission. The bulk of the records concern the survey of the United States Department of Energy's Pantex Plant in Carson County (formerly a World War II U.S. Army ordnance plant), focusing on the World War II-era structures, foundations, and ruins. Also documented in this series are surveys of Carswell Air Force Base in Tarrant County and the Historic William Beaumont General Hospital Area of the William Beaumont Army Medical Center at Fort Bliss in El Paso County.
