calendars. Records range in date from 1949 to 1987 and are the records of two
predecessor agencies of the Texas General Services Commission, the Texas State
Board of Control and the Texas State Purchasing and General Services
Commission. Records reflect the varied responsibilities of these agencies
including repairs to the San Jacinto State Park, projects revolving around
Texas' 1986 Sesquicentennial celebrations, as well as inaugural and
“Governor-For-A-Day” ceremonies. Also of interest is the “State of Texas
vs. Zenith Radio Corporation” file which contains correspondence and detailed
expenditures relating to the major Capitol fire in 1983. |

The Texas State Board of Control was created in 1919 by the 36th
Legislature (Senate Bill 147). The legislation which created the Board also
abolished several agencies and offices, transferring their duties to the Board
of Control. Among the Board's numerous responsibilities was the joint
supervision and maintenance of certain historical state parks (including San
Jacinto, Goliad, and Fannin State Parks). The Board also had charge of the
custody and maintenance of the Capitol and other state office buildings and
their adjoining grounds. In this capacity the Board contracted for all
construction, repairs, and specifications used in construction projects and for
machinery and equipment repairs.
The Board of Control was abolished in 1979 (House Bill 1673, 66th
Legislature, Regular Session); its duties and responsibilities were transferred
to the newly created State Purchasing and General Services Commission. The
Commission's responsibilities included providing an effective purchasing system
for state agencies; providing maintenance, repair, and security services to the
Capitol Complex; and acquiring real property in the Capitol Complex and
constructing state office buildings. The commission acquires all supplies,
materials, services, and equipment for all state agencies, with a few
exceptions. In 1991 the agency was renamed the General Services Commission.

dated 1987. Records are executive orders from the Texas State Board of Control
and reflect the board's responsibility for the custody and maintenance of the
Capitol and other state office buildings and their adjoining grounds. Executive
orders accept bids for engineering contracts for repairs and improvements to
state buildings and grounds; approve the sale of public property and sales of
surplus unusable material from state departments; and issue grants of
permission for burial in the state cemetery, for erection of monuments, and for
planting trees on the grounds of the state capitol and in state parks. |
