Abstract: Through institution-based membership, the National Association of Government Archives and Records Administrators (NAGARA) encourages the exchange of information, cooperative approaches, and professional development and standards, and promotes awareness of government records issues. As an outgrowth organization from its predecessor, the National Association of State Archives and Records Administrators (NASARA), NAGARA was founded in 1984 to meet the needs of the government archives and records administration profession on all levels of United States government. These materials document the history and activities of NAGARA's organizational pursuits with local, state, and federal governments as well as late NASARA endeavors with state governments. The NAGARA records include administrative files, correspondence, events files, meeting minutes, project and grant files, and records concerning relations with professional organizations, dating 1974-2018, undated, bulk 1984-1996. Records are paper as well as electronic; additionally, a portion of these materials have been digitized and are part of the Texas Digital Archive.

Organizational History

Founded in 1984 as a derivative of the National Association of State Archives and Records Administrators (NASARA) by a vote of the board of directors, the National Association of Government Archives and Records Administrators (NAGARA) was established as an outgrowth organization where both archives and records management could be represented. By 1985 NASARA completed its evolution into NAGARA in recognition that all three levels of government—local, state and federal—had issues in common, and therefore, should be part of one association. Through institution-based membership, NAGARA encourages the exchange of information among government archives and records agencies to improve their programs and services; provides opportunities for government records administrators at all levels to meet and discuss common problems and issues; facilitates cooperative approaches to government records concerns; encourages the development of professional standards; and promotes increased awareness of government records issues.

Historically, the association's membership has been active in numerous local, state, national, and some international service projects, with state programs being the bedrock of NAGARA's success at the onset. NAGARA supported state-level archives and records management programs by emphasizing visibility, analyzing and revisions to state government records laws, and increasing cooperation with the National Governors' Association and National Conference of State Legislatures. NAGARA developed a close relationship with the National Historical Records Publications Commission (NHPRC), both as a liaison as well as part of the commission, and worked for reauthorization of NHPRC programs. In addition, NAGARA worked with the National Archives and Records Administration (NARA) and other federal agencies to develop national policies and strategies to meet nationwide needs, including the Paperwork Reduction Act, government records policy, federal information policy, and issuing statements on the appointment of the Archivist of the United States. The local level was emphasized through the Local Government Records Technical Publication series and responding to inquiries by local government archivists and records managers.

Scope and Contents of the Records

Through institution-based membership, the National Association of Government Archives and Records Administrators (NAGARA) encourages the exchange of information, cooperative approaches, and professional development and standards, and promotes awareness of government records issues. As an outgrowth organization from its predecessor, the National Association of State Archives and Records Administrators (NASARA), NAGARA was founded in 1984 to meet the needs of government archives and records administration profession on all levels of United States government. These materials document the history and activities of NAGARA's organizational pursuits with local, state, and federal government as well as late NASARA endeavors with state governments. The NAGARA records include administrative files, correspondence, events files, meeting minutes, project and grant files, and records concerning relations with professional organizations, dating 1974-2018, undated, bulk 1984-1996. Records are paper as well as electronic.

The bulk of these records are related to NAGARA's organizational activities, administration policy, events, conferences, and professional development programs such as the Electronic Records Forum, "Camp Pitt," and National Historical Publications and Records Commission (NHPRC)-funded projects. Other materials included are general files, publications, newsletters, pamphlets, photographs, and journal articles. The materials were compiled and preserved by NAGARA members over the course of 35 years.

Also included are NAGARA records produced by the association's officers (president, vice president, secretary, and treasurer) and its board of directors. Of significance are former Executive Director Bruce Dearstyne's contributions, specifically Board of director files, 1986-2012; Annual meeting materials, specifically records dating 1994-1995; materials from the White House conference on Library and Information Services in 1991; correspondence regarding the selection of the archivist of the United States between 1993 and 1995; Logo and membership materials, 1994-2012; and correspondence found within Presidential files: Lew Bellardo, 1977-1985, undated, bulk 1984-1985.

The records also document the board of directors' work to establish policy and priorities, adopt annual work plans, review reports on the process of that work, and approve publications. Topics are records management, archival programs, professional development, legal authority, appraisal, changing records and information needs, preservation, and retention/disposition issues as well as improving facility, staff, and other resources on behalf of government records managers and archivists alike. Additionally, NAGARA's association with outside professional organizations is documented, along with joint projects, conferences, and meetings.

NAGARA's relationship to the NHPRC is documented through Relation files, 1983-2013, consisting of correspondence, work plans, grant documents, and publications. The publications serve to improve continuous information dissemination of the association's mission, principles, and goals while facilitating timely access to developments in the areas of electronic records and information technologies. Significant topics represented in these files can be found throughout the Publication materials, 1982-2005, undated, such as the Optical Media Report, the IIMC Records Management Technical Bulletins, and NAGARA's ancillary publications Crossroads and Clearinghouse.

The committee records, self-study projects, meeting minutes, and Clearinghouse publications provide a historical overview of the involvement and impact of NAGARA in the information profession as it worked to develop national research and development agenda over the course of three decades.

Due to the large amount of duplication within the materials and their scattered nature, the records were reorganized during processing to bring consistency to the arrangement and to improve research access. Additionally, the records were divided into logical series and groupings, and most series do not adhere to the original order outside of the NASARA records and the Presidential files: Lew Bellardo.

Electronic records described in this finding aid were removed from physical media. Formats of the original electronic files include word processing or plain text files, spreadsheets, photographs and graphic images, databases, and slide presentations. Digital files presented for public use will generally be PDF for text documents or spreadsheets, .jpg for photographic or graphic images. Files in their original format are available on request; restrictions may apply.

To prepare this inventory, the described materials were cursorily reviewed to delineate series, to confirm the accuracy of contents lists, to provide an estimate of dates covered, and to determine record types.

Technical Requirements

Researchers are required to wear gloves provided by the Archives when reviewing photographic materials.

Certain electronic record file formats (.ai, .eps, .xtg, .qxd) require specific software not available at the State Archives. Researchers are expected to obtain the proper software needed if requesting these original file formats. Access copies of certain electronic file formats will be provided for public use when available.

Administrative Information

Custodial History

The National Association of Government Archives and Records Administrators (NAGARA) designated the North Carolina Department of Archives and History (NCDAH) in Raleigh, North Carolina, as the official NAGARA depository in 1997. The transfer to the NCDAH included all NAGARA records from its establishment to 1995. A preliminary inventory of the collection was done in 2010 by Jelain Chubb. Additional NAGARA records were held by the Vermont State Archives and Records Commission (VSARA) as well as the State Services Organization (SSO) and Capitol Hill Management. In 2018, NAGARA transferred all NAGARA records from all locations to the Texas State and Library and Archives Commission (TSLAC). This transfer included the NAGARA organizational records as well as the predecessor organizational records from the National Association of State Archives and Records Administrators (NASARA).

These records provide context for the professional standards and the representation that the National Association of State Archives and Records Administrators (NASARA) actively engaged in on state levels. Additionally, administrative and organizational documents spanning the history of the association, several versions of the association's bylaws and incorporation documents, and lists of officers and directors and secretary files are included. The meeting minutes, publications, and annual meeting materials document these activities and corresponding projects, dating 1974-1985, undated. During the 1984 Annual Meeting, NASARA voted to transform itself into the National Association of Government Archives and Records Administrators (NAGARA) to advance the interest and concerns of all persons associated with the management, preservation, and use of records of government at the local, state, and federal levels. The lead-up to this transition is documented within this series through the 1982-1983 minutes and reports, 1984 annual meeting materials, and 1984 transition committee files.

The National Association of State Archives and Records Administrators (NASARA) held annual meetings as a way to foster cooperative relationships, professional development, and networking as well as to raise awareness to state archives and records management issues. These files includes brochures and planning materials for years 1981-1982. The 1983 annual meeting is undocumented within these files; however, the 1984 annual meeting records provide business meeting minutes that document the NASARA/NAGARA transition as well as program planning, banquet speaker correspondence, publicity materials, invitations, and program materials.

The National Association of State Archives and Records Administrators (NASARA) published standards and terminology guides, membership brochures, and ancillary publications that pertain to state government records and membership endeavors; the publication materials in this series date 1981-1985, undated. Additionally, the National Historical Publications and Records Commission (NHPRC) provided grant funds to states to assess the condition of their historical records. Representatives of historical record programs presented their findings at the Georgia State Archives during the 1983 annual conference. The consultant reports that were presented were later published by NASARA in Documenting America, which provided project guidelines, recommendations, needs, and plan remedies. Also included is NASARA's Crossroads publication, which documents NASARA and state activities between 1982-1984. NASARA Crossroads Vol. 7 #1-2 continues as NAGARA Crossroads Vol. 7 #3-4 during the association's transition period.

National Association of Government Archives and Records Administrators (NAGARA) records document the association's transition from National Association of State Archives and Records Administrators (NASARA) to NAGARA as well as several projects, publications, conferences, and endeavors within the government archival and records management profession. Additionally, these materials provide historical evidence of the association's internal activities from committee projects to annual meetings, along with correspondence among NAGARA members, leadership, and outside entities. Also included are records pertaining to collaborative projects, task force initiatives, and public relations materials. The bulk of these records reflect Lew Bellardo's involvement in the transition of the National Association of State Archives and Records Administrators (NASARA)/National Association of Government Archives and Records Administrators (NAGARA) and his efforts as the association's first president. This series contains material that reflects the organizational, legal, and structural changes of NAGARA during the transition from NASARA. Dating 1977-1986, undated, this series consist of mixed records for both NASARA and NAGARA, including correspondence, development of standards and purposes, board of directors records, publications committee/task force, relations with outside institutions, and records concerning the National Historical Records Publications Commission (NHPRC). The Local Records program, standards and terms, and preservation study materials are also included, as are work plans, preliminary documentation, grant proposals, meeting minutes, budgets, annotated publications, committee materials, memos, project outlines, and various other records pertaining to the early history of both associations. Much of the material is dated 1984-1985.

This series consists of NAGARA conference materials, "Camp Pitt," Clearinghouse, and records documenting meetings with state archivists as well as NAGARA's involvement with outside conferences such as the White House Conference on Library and Information Services (WHCLIS). Drafts and final reports, conference proceedings, press releases, correspondence, pamphlets and brochures, awards, and some programs are included. Records are paper as well as electronic and date 1989-2013.
