The Texas State Department of Highways and Public Transportation Commission was the
governing body of the State Department of Highways and Public Transportation, which
was responsible for the building and maintenance of the state’s roads and highways
and for developing public mass transportation in Texas from 1975 to 1991, when it
was merged into the Texas Department of Transportation. State government oversight
of transportation infrastructure in Texas began with the creation of the Texas State
Highway Department by the 35th Texas Legislature in 1917 (House Bill 2) to
administer a program of state aid to counties for the construction and maintenance
of roads. In 1924, the department assumed active control of maintenance and
construction of state highways under provisions of the Federal Highway Act of 1921.
Passage of the Federal Highway Act of 1956 led to the initiation of the Interstate
Highway System in Texas. In 1969 the state legislature created the Texas Mass
Transportation Commission (House Bill 738, 61st Legislature, Regular Session) to
develop public mass transportation in Texas. This agency was merged with the former
Highway Department in 1975, creating the State Department of Highways and Public
Transportation (Senate Bill 761, 64th Legislature, Regular Session). An executive
order of May 1976 transferred the Governor's Office of Traffic Safety to the
Department.
The governing body of the State Department of Highways and Public Transportation was
the Texas State Highway and Public Transportation Commission, composed of three
members appointed by the governor with the advice and consent of the senate for
overlapping six-year terms. The positions were part-time salaried positions, and the
chair (appointed by the governor) was called the commissioner of transportation. The
state was divided into 25 geographic districts (each composed of approximately ten
counties), with each district administered by a district engineer.
The Texas State Highway and Public Transportation Commission held a public hearing
approximately every month or every other month dealing with topics related to its
role to construct, maintain, and oversee the state highway system. Topics addressed
by the commission included proposed highways, highway improvement, construction and
transit projects, speed zones, bridges, waterways, ferries, and the creation of
transportation corporations. In 1991, the State Department of Highways and Public
Transportation was responsible for a state system consisting of more than 77,000
miles of state highways.
The Texas Department of Transportation was created in 1991 (House Bill 9, 72nd
Legislature, 1st Called Session), merging the Texas State Department of Highways and
Public Transportation, the Texas Department of Aviation, and the Texas Motor Vehicle
Commission. In 1997 the Texas Turnpike Authority merged with the Texas Department of
Transportation (Senate Bill 370, 75th Legislature, Regular Session). The Texas
Transportation Commission became the governing body of the agency.

hearing dockets and transcripts for the Commission, dating October 1979 through July
1991, and minutes, dating July 1975 through August 1991. The series of dockets and
transcripts occasionally include minutes of the hearings, while commission meeting
minutes are in a separate series. Public hearing dockets and transcripts appear to
constitute a complete set for the timeframe. Hearings were held approximately every
month or every other month concerning proposed highway construction or improvements,
and the transcripts consist of comments from interested local parties or
delegations.
To prepare this inventory, the described materials were cursorily reviewed to
delineate series, to confirm the accuracy of contents lists, to provide an estimate
of dates covered, and to determine record types.

The Texas State Department of Highways and Public Transportation Commission
was the governing body of the State Department of Highways and Public
Transportation, which was responsible for the building and maintenance of
the state’s roads and highways and for developing public mass transportation
in Texas from 1975 to 1991, when it was merged into the Texas Department of
Transportation. Records consist of public hearing dockets and transcripts
for the Texas State Highway and Public Transportation Commission, October
1979 through July 1991, which appear to constitute a complete set. The
Commission switched from using "dockets" to describe these records to
"transcripts" beginning with the July 15, 1988, though the content remained
the same. A typical docket or transcript contains the date of the public
hearing, a list of those in attendance, a public hearing index (with docket
number, county and description of proposed highway project, and page
number), a transcript of the hearing, and a certification. Minutes of the
hearings are occasionally included, while Commission meeting minutes are in
a separate series. These hearings, held approximately every month or every
other month, concern proposed highway construction or improvements, and the
transcripts consist of comments from interested local parties or
delegations. |

Transportation, which was responsible for the building and maintenance of

in Texas from 1975 to 1991, when it was merged into the Texas Department of
Transportation. Records include minutes of the State Highway and Public
Transportation Commission, dating July 1975 through August 1991. |
