Abstract: Margaret Legath served as secretary to former Texas Governor Price Daniel Sr. during Daniel's tenure as director of the United States Office of Emergency Preparedness (OEP) and as the president's liaison to state and territorial governors from 1967 to 1969, under President Lyndon B. Johnson. The Margaret Legath papers consist of photographs, slides, negatives, clippings, and correspondence pertaining primarily to Daniel's activities as OEP director and liaison to governors during that period. A small portion of the materials pertains to research conducted by Price and Jean Daniel for their book Executive Mansions and Capitols of America, published in 1969.

Biographical Sketch

Margaret D. Legath was born January 6, 1923, in Johnstown, Pennsylvania, the daughter of Paul and Mildred (Timchak) Legath. She graduated from Johnstown High School in 1941. Following her graduation, she passed a civil service test and accepted a secretarial position with the U.S. Navy Department. After numerous promotions and commendations, she advanced to an administrative assistant in the executive branch of the White House. From 1967 to 1969, she served as secretary to former Texas Governor Price Daniel Sr. during his tenure as director of the U.S. Office of Emergency Preparedness and the president's liaison to the state and territorial governors. During her 39-year career, Legath worked in the administrations of eight U.S. presidents, from Franklin D. Roosevelt to Ronald Reagan.

During her time in Washington, D.C., Legath was an active member of Friends of Slovakia. She attended many cultural affairs and receptions at the Slovak embassy and also enjoyed attending symphony and opera performances. She died March 30, 2011, at Allegheny Lutheran Home in Johnstown, Pennsylvania.

Scope and Contents of the Papers

Margaret Legath served as secretary to former Texas Governor Price Daniel Sr. during Daniel's tenure as director of the United States Office of Emergency Preparedness (OEP) and as the president's liaison to the state and territorial governors from 1967 to 1969, under President Lyndon B. Johnson. The Margaret Legath papers consist of photographs, negatives, slides, clippings, and correspondence pertaining primarily to Daniel's work as OEP director and liaison to governors during that period. A small portion of the materials pertain to research conducted by Price and Jean Daniel for their book Executive Mansions and Capitols of America, published in 1969.

The photographs, which make up the bulk of the collection, are black-and-white and color prints. They primarily document meetings, conferences, and other events that Price Daniel attended in his capacity as director of OEP or liaison to governors in Washington, D.C., and other cities in the United States. Notable events depicted include Advisory Commission on Intergovernmental Relations (ACIR) meetings in 1967 and 1968; the White House Conference of Governors on Federal-State Relations in 1967 and 1968; a 1967 groundbreaking of a Council of State Governments building in Lexington, Kentucky; and meetings between Price Daniel and President Lyndon B. Johnson. Persons documented in the images in addition to Price Daniel include President Johnson, First Lady Lady Bird Johnson, Vice President Hubert Humphrey, Maryland Governor (later Vice President) Spiro Agnew, New York Governor Nelson Rockefeller, former Florida Governor Farris Bryant (ACIR Chairman and former OEP Director), former Massachusetts Governor and Assistant OEP Director Endicott Peabody, Jean Baldwin (Mrs. Price) Daniel, and William Partlow (Bill) Daniel as well as other state or territorial governors and federal government officials from the late 1960s. Many of the photographs are date-stamped, and many include labels or separate pages identifying the events and/or persons depicted. Several photographs are the work of White House photographers Michael A. Geissinger, Frank Wolfe, Robert L. Knudsen, and Jack E. Kightlinger.

The slides and negatives consist of images of various executive residences in the United States and government buildings in Washington, D.C, and pertain to research for the Executive Mansions book. The correspondence is to or from Price Daniel and includes a letter from Daniel to Margaret Legath thanking her for her service as his secretary and a handwritten draft of a 1981 letter from Legath to the Daniel family expressing condolences on the death of Price Daniel Jr. The clippings pertain to various political and cultural issues of the late 1960s and may have been relevant to Daniel's work as director of OEP.

Arrangement of the Papers

Materials are arranged by document type. The clippings are glued or stapled onto pages that were originally in a three-ring binder with dividers by subject. The pages and dividers were removed from the binder and their original order retained.

Restrictions

Restrictions on Access

Materials do not circulate but may be used in the Sam Houston Regional Library and Research Center reading room. Materials will be retrieved from and returned to storage by staff members.

Restrictions on Use

Under the Copyright Law of 1976 as amended in 1998, unpublished manuscripts are protected for the life of the author plus 70 years. The term of copyright for published materials varies. Researchers are responsible for complying with U.S. Copyright Law (Title 17 U.S.C.).

Technical Requirements

Researchers are required to wear gloves provided by the Archives staff when reviewing photographic materials.
