The American Red Cross, Liberty
County Chapter (Tex.) records document the activities of a local Red Cross chapter
and its services to residents of Liberty County, Texas during the mid-twentieth
century. The records primarily consist of correspondence, telegrams, reports,
disbursing orders (similar to purchase orders), invoices, bank statements, chapter
financial reports, accounting ledgers, tax returns, membership lists, clippings, and
a scrapbook. Materials date from 1939 to 1961 and undated, with the bulk dating from
1941 to 1957. |

The American Red Cross was founded by Clara Barton and others in Washington, D.C., on
May 21, 1881. It is a humanitarian organization led by volunteers and guided by its
congressional charter and the Fundamental Principles of the International Red Cross
Movement. The traditional purposes of the organization include giving relief to and
serving as a medium of communication between members of the American armed forces
and their families and providing national and international disaster relief and
mitigation.
Numerous local American Red Cross chapters were formed after the United States
entered World War I in 1917. In Liberty County, Texas, a group of citizens met at
the courthouse on January 4, 1918, to organize a chapter. Officers elected included
W.D. Partlow, chairman; Elba DeBlanc, vice chairman; Mrs. F.M. Stevens, secretary;
and Mrs. Clarence Chambers, treasurer. The chapter received its charter from the
national organization on January 15, 1918.
The Liberty County American Red Cross chapter provided social services to members of
the armed forces and their families, veterans, and civilians; provided assistance to
county residents following various natural disasters; participated in civilian war
relief efforts during World War II; offered health and safety programs to the
public; and participated in Red Cross fundraising efforts. The Liberty County Red
Cross chapter disbanded in about 2008 or 2009.

The American Red Cross, Liberty County Chapter (Tex.) records document the activities
of a local Red Cross chapter and its services to residents of Liberty County, Texas
during the mid-twentieth century. The records primarily consist of correspondence,
telegrams, reports, disbursing orders (similar to purchase orders), invoices, bank
statements, chapter financial reports, accounting ledgers, tax returns, membership
lists, clippings, and a scrapbook. Materials date from 1939 to 1961 and undated,
with the bulk dating from 1941 to 1957. Subjects covered include disaster relief
services provided by the chapter following tornadoes and fires in the 1940s and
1950s; social services and other assistance provided to active duty members of the
military, their families, and veterans during and after World War II; a Red Cross
water safety course in the 1950s; the chapter's fund drives; and its activities on
behalf of civilian war relief during World War II.
To prepare this inventory, the described materials were cursorily reviewed to
delineate series, to confirm the accuracy of contents lists, to provide an estimate
of dates covered, and to determine record types.

records decision from the Attorney General on whether the records can be released.
The Public Information Act allows the Archives ten working days after receiving a
request to make this determination. The Attorney General has 45 working days to
render a decision. Alternately, the Archives can inform you of the nature of the
potentially excepted information and if you agree, that information can be redacted
or removed and you can access the remainder of the records.
Materials do not circulate, but may be used in the Sam Houston Regional Library and
Research Center reading room. Materials will be retrieved from and returned to
storage areas by staff members.
Restrictions on Use
Under the Copyright Law of 1976 as amended in 1998, unpublished manuscripts are
protected for the life of the author plus 70 years. The term of copyright for
published materials varies. Researchers are responsible for complying with the
Copyright law.

|
Home Services correspondence documents the activities of that department of
the Liberty County Red Cross chapter. The documents reflect the division's
attempts to locate servicemen who had not been in contact with their
families for an extended period, attempts by servicemen to locate family
members, assistance to servicemen with family emergencies, and assistance to
veterans and their families in resolving issues with medical or disability
benefits. The records primarily consist of correspondence with members of
the armed forces, veterans, and/or their family members; other Red Cross
chapters; U.S. military units; and the Veterans Administration. Dates
covered are 1941-1959, with the bulk dating 1945-1949. |
