Abstract: The collection documents the policies and activities of the Texas Congress of Parents and Teachers, District 7, which represents 16 counties in Texas including Travis County. The district held separate conferences and workshops along with involvement in the statewide convention. The materials document these meetings, as well as budgets, guidelines, activities, and history of the organization dating largely from the 1960s to the 1980s.

Administrative History

The Texas Congress of Parents and Teachers was organized as the Texas Congress of Mothers and Parent-Teacher Associations in Dallas in October 1909 by Ella Caruthers Porter. The organization was founded as a branch of the National Congress of Mothers. In 1911, they organized districts within the state to carry out extension work. The 7th District was organized in 1922 in San Marcos. The counties were originally part of the 5th District. The first conference for the 7th District was held in 1923 in Santa Anna and was comprised of the following counties: McCulloch, San Saba, Mason, Llano, Gillespie, Burnet, Blanco, Williamson, Travis, Hays, Comal, Lee, Bastrop, Caldwell, Fayette, and Guadalupe. The state headquarters moved from Dallas to Austin in 1921. In 1931, the name officially changed to Texas Congress of Parents and Teachers, also known as the Texas PTA. The goals of the Texas PTA are to encourage cooperation between parents and teachers; to raise the standards of home life; to secure adequate laws for the protection of children; and to promote the welfare of children at home, school, and in the community.

Scope and Contents

Minutes from the Board of Managers and Executive Committee meetings for District 7 make up a bulk of the collection. These date from 1955 to 1983, with 1962 to 1966 being part of a bound volume. Rosters of the Board of Managers and budgets for District 7 from the mid-1950s to the 1980s are included, though not all years are present. A small amount of financial material dating from the 1980s document the expenses of the district, such as newsletter printing, booth fees, and mileage reimbursement. There is some correspondence relating to organization of new parent-teacher associations dating from 1986-1988. Other materials of interest are correspondence, schedules, and bulletins for spring conferences, statewide conventions, and fall workshops. A small folder of materials documents the "Terrific Teacher" awards for 1983 for District 7. A scrapbook with clippings and text material dating from 1922 to 1935 documents the early history of District 7. The Bicentennial quilt depicts a map of the counties within District 7. Embroidery work depicts various landmarks within each county.
