The collection contains meeting agendas and minutes, correspondence, reports, and publicity materials from 1981 to 1983.

Administrative History

In September 1981, Superintendent John Ellis and the Austin Independent School District endorsed the Forming the Future program. This program was to enhance communication between AISD and the community by involving them both in planning for the school district’s future. Willie Kocurek was elected by the AISD Board of Trustees in January 1982 as the Chairman of the Forming the Future Council. Francis Arrowsmith became the staff director of the program. The goals were a long-range school plan, bond election, facilities improvement, curriculum renewal, and a financial plan. All of the goals involved citizen and community involvement.

Forming the Future school-community leadership team meetings were held throughout Austin. These teams, with the involvement of 500 citizens, studied school improvement needs. A questionnaire sent to over 14,000 parents and community members gathered information on how the citizens saw the school systems in the present and future. From all of the data gathered a report was published in October of 1982. The planning and development phase led to the bond vote of 1983. The $210 million bond package was to meet the needs for school improvements and repairs and the building of needed new schools.

Scope and Contents

The Forming the Future Records collection contains correspondence, reports, publicity materials, and agendas and minutes of meetings from 1981-1983 documenting the planning and development of assessing the future needs of the Austin Independent School District and the subsequent bond election. The Project Planning & Development series contains materials from 1981 to 1983, including correspondence, the nominations of committee and subcommittee members, a directory of the elected Coordinating Council and School-Community Leadership Teams, and reports from the open hearings held in April 1982. Also of note are drafts of the comprehensive “Forming the Future” report, the facility needs draft and final report, and the final report presentation material. The Bond Issue series includes materials from 1982-1983, primarily campaign materials, contributions, endorsements, and correspondence related to the 1983 $210 million school bond election. Also in this series are materials from the bond information hotline and phone bank.
