Biographical Note

Beverley (McCosham) Larkam was born in Vancouver, British Columbia and earned an A.R.C.T. from The Royal Conservatory of Music, University of Toronto, in solo piano performance (1948); and three degrees from the University of British Columbia including a bachelor's degree in English Literature with a minor in psychology (1949); a bachelor's degree in social work (1950); and a master's degree in social work (1951).

Soon after earning her master's degree, Larkam moved to Austin, Texas with her husband. The mother of five children, including one of whom is developmentally disabled, Larkam worked as a homemaker and volunteered for the community. When she and her husband divorced, she found herself supporting her children on her modest paycheck of $200 a month.

She worked as a psychiatric social worker at Brackenridge Hospital in Austin (1952-1954); as a counseling specialist, University of Texas Counseling and Psychological Services Center in Austin (1971-1972); and as Chief Supervisor, Adult and Children's Mental Health, Human Development Center, Austin (1972-1979). She became a clinical social worker in private practice in 1972 and continues to practice family, marriage, individual and group therapy in Austin and Georgetown, Texas. Larkam has been a member of the Austin Commission for Women since 1978, as a regularly appointed member (1978-1984), then as an emeritus member with full voting privileges (1985-1998). She has also been active in the National Association of Commissions for Women (1982-1987).

Her career with the ACW began one evening while at a performance of the Austin Symphony League's Austin Pops Orchestra. A member of the Austin Commission for Women seated at her table suggested that she apply for membership. In 1980, Larkam organized and served as Coordinator of the Commission's Satellites. That year she also served on the steering committee for the establishment of the Austin Women's Network. In 1981, she was elected vice-chair of the Commission and served as chair from 1982 to 1984. As an emeritus member with no term expiration date, Larkam has maintained an exemplary attendance record at Commission meetings and has made significant contributions, particularly in the areas of outreach and marketing of the Commission's activities.

The Austin Commission for Women was founded in 1970 "to serve as a voice for all women in our fight for equality, and to provide a forum for ideas, opinions, and issues of Austin women." The ACW was called the Commission on the Status of Women until its members voted to change its name in 1984. The ACW played a major role in establishing the Austin Center for Battered Women and the Austin Women's Center. The ACW was initially charged with the responsibility of appraising the City Council and the City Manager of the needs and problems of Austin women. Commissioners are Austin citizens who actively demonstrate dedication to equal rights for all women. Commission meetings are open to the public.

As a member of the NACW, Larkam was elected to the Board of Directors at the 1985 convention and was re-elected the following year through June 1987. During the same period, she served as Outreach Committee chairperson and as a member of the Publication and Bylaws Committees. As Outreach Chair, she organized the Outreach Network and the NACW History Study, 1986-87. Written material from the NACW History Study is included in NACW brochures. Larkam served as chairperson of the Region VI meeting in Monroe, Louisiana, 1987. She ran unsuccessfully for the office of Director of NACW in 1987.

In 1997, Larkam served as president of the Texas Society of Clinical Social Work and as a volunteer for the Head Start Program. She is presently finance chair of the Texas Society for Clinical Social Work, finance chair of the Clinical Social Work Federation, a Board Certified Diplomat in Clinical Social Work, a supervisor for the American Association of Marriage and Family Therapy, a certified sex therapist, a supervisor for the American Association of Sex Educators, Counselors and Therapists, a certified group psychotherapist and a Church Elder of the University Presbyterian Church.

She has also served as a member of the following organizations: the Academy of Certified Social Workers, the American/Southwestern Group Psychotherapy Associations, the Academy of Family Mediators, the Society for the Scientific Study of Sex, the National Association of Social Workers, the National Board of Examiners in Clinical Social Work, the Society for Clinical and Experimental Hypnosis, the American Orthopsychiatric Association, the National Council on Family Relations, the Women's Symphony Orchestra Ushers, the Austin Women's Forum, the Heritage Society of Austin, the Georgetown Heritage Society, the Austin History Center Association, the Laguna Gloria Art Museum, and the University of Texas Friends of Performing Arts Center and the Huntington Art Gallery. Larkam is listed in Who's Who in the Southwest, Who's Who of American Women and Who's Who in Medicine and Health.

Scope and Contents

Correspondence, financial documents, reports, printed material, creative works, photographs and artifacts, comprise the Beverley Larkam Papers, 1971-2003, documenting her work as a member of the Austin Commission for Women (ACW) and the National Association of Commissions for Women (NACW). The bulk of the material for both the ACW and NACW document her participation in the two groups. There is a small amount of material predating Larkam's membership in ACW beginning in 1978. The amount of material significantly increases when Larkam was the chair of ACW (1982-1984). Following this period there is a decline in the amount of material when Larkam "resigned so other women would have [an] opportunity to serve." This is succeeded by another increase in material beginning when Larkam was reappointed as an emeritus member in 1985. The NACW records bulk during Larkam's two terms as the board director and outreach chair (1985-1987).

The bulk of ACW material consists of the routine administrative records of monthly meetings, such as meeting notices, correspondence, and treasury reports. There is also material related to the ACW's networking brunches (called conferences beginning in 1984), including invitations, agendas, attendance records and material related to special projects such as the Job Data Bank and Austin's Woman of the Year. A large part of the correspondence between Larkam and other ACW members is generally routine. ACW's correspondence with the City of Austin Human Resources Department, which provided administrative help to ACW, generally consists of operational concerns. There is also much correspondence concerning requests for guest speakers, including former governor Ann Richards and former mayor Carol Keeton Rylander. The bulk of NACW records are about the organization's business, however, Larkam is highlighted where possible. This is most common in her Outreach Reports.

One of ACW's responsibilities, which contributed much material, was the collection of information about women and women's issues. Agencies and issues documented include: the Austin Rape Crisis Center, the Austin Women's Center, the League of Women Voters, Equal Employment Opportunity, Social Services Plan, and celebrations of officially designated women's months and days. The NACW also collected material, especially regarding national issues and information about national and state commissions. The integrity of Beverley Larkam's original filing system has been maintained. The ACW material has been arranged into four series: General, Administration, Networking Brunches and Conferences, and Committees. Administrative and networking brunches/conferences are grouped by year.

Typically, the Administration series includes all the materials for that year's monthly meetings including administrative material related to the meetings, generally correspondence, memos, notes, monthly reports, printed material and the annual report/work plan. The General series was added to the original filing system for materials broad in nature. The annual report/work plan generally consists of a memorandum, Special Meeting/Work Session notice, and one or more drafts of the report/plan. The Lists generally consists of address lists of members, monthly correspondence lists, and occasionally a list of meetings planned for that year. Monthly Reports generally includes a treasurer's report, fiscal report and attendance records, except when those reports are inconsistently stapled to the Meeting Agenda, 1989-1992. The business of the committees can be found in the committee folders, with meetings material, and with brunches/conferences folders when pertinent. Insight into Larkam's personality can be gained through handwritten notes, annotations to meeting agendas and checklists, and through hand drafted letters during her most active years in the ACW. The NACW records were organized by meeting in the order of the standard agenda form for NACW meetings under parliamentary procedure.
