Administrative History and Biographical Note

The Hispanic American Ministries Council (HAMC) was established in 1969 through the Synod of Texas (PCUS) to better understand and address the needs of Hispanic American members of the Presbyterian Church in the United States (PCUS), and continued this work until 2008. In late 1969, a party known as the Mexican American Task Force (MATF) existed within the Synod of Texas, PCUS. A group of Mexican American clergy and laymen assembled in Corpus Christi, Texas and created the Declaration of Corpus Christi. Submitted to the Synod, the declaration asked for a task force made up entirely of Mexican Americans. At the time the MATF only included a single Hispanic member. Approving the 1969 declaration, the Presbyterian Coordinating Committee dissolved and reassembled the MATF to be a group focused on Mexican American ministry initiatives, led by Mexican American ministers and laymen.

In 1971, the MATF expanded to include members of the Synod of Red River, UPC. In May of 1974, the MATF “wrote provisional guidelines for what was to be called the Mexican American Coordinating Council (MACC),” a council that would be made up of representatives from presbyteries, moving committee work from the Synod level to the presbytery level. Approved by both Synods as a Joint Council, the MACC operated for years, addressing Southwestern regional issues in Hispanic ministry. With the reunion of the two Assemblies in 1984, the MACC formally operated within the Synod of the Sun.

In October 1989, the Executive Committee of the Synod of the Sun suggested that the MACC’s name should be changed to the Hispanic American Ministry Council (HAMC). The HAMC continued its efforts until 2008 when the Synod of the Sun ceased all funding for racial ethnic staff positions. Some initiatives that originated within the HAMC such as the annual Hispanic Women’s Conference still continue, but are organized by volunteers and without the support of a group like the HAMC.

Angela (Angie) Abrego had been the Coordinator of the PCUS 1990 Racial Ethnic Convocation. She joined the Synod of the Sun as interim staff in July, 1991, becoming full-time in August, 1992 and serving as the director of Hispanic ministries for the Synod of the Sun.

Scope and Content Note

The Hispanic American Ministries Council records consists of two subgroups: Hispanic American Ministries Council –24 pdf files of digitized HAMC records from 1994 to 2004, including meeting minutes, correspondence, strategies for growing Hispanic ministry, council directories and contact sheets – and the Angie Abrego papers – 1 linear inch of correspondence and presentation drafts for “The Hispanic American Ministry Council and Its Predecessors,” a presentation on the creation of the HAMC and its growth and achievements. The first subgroup is separated into five series: Meeting materials, Conferences and events, Strategies and initiatives, Administrative materials, and Unánimes. Items are arranged chronologically when dates are available. Files are incomplete and the original order is not clear – after the dissolution of the HAMC, custody of the files was transferred over to the Synod of the Sun where, after some years, Synod staff digitized and subsequently destroyed original files. The .pdf files in this collection are the results of that process. Physical HAMC files outside of the scope of this collection may still exist within the Synod of the Sun’s records.

Meetings contains material relating to HAMC general meetings, executive committee meetings, and strategic planning meetings, as well as some materials from larger Synod of the Sun meetings. Materials include announcements, agendas, minutes, registration forms, correspondence about travel arrangements, and email correspondence relating to meeting planning. Also included are presbytery reports from presbyteries around the state, containing information about the activities of regional churches and ministers, leading up to an HAMC general meeting. These reports served as a way to keep tabs on the progress presbyteries within the Synod made in encouraging Hispanic ministry and to note the needs of presbyteries. Materials pertaining to each general meeting have been placed in their own respective subseries and cover the dates 1998 and 2000 to 2004.

Conferences and events contains materials related to conferences and events that the HAMC helped organize, provided funding for members to attend, or scheduled HAMC general meetings to coincide with. Notable events include: the Hispanic Women’s Conference (2000-2004), the Annual Pastor’s Seminar at Austin Presbyterian Theological Seminary (2001-2002), the Hispanic Pastoral Development Seminar (2000-2002), and the Hispanic Men’s Conference (2003). Each event’s materials are organized into their own respective subseries and are arranged in chronological order. Specific materials include correspondence related to event planning, agendas, presentation materials, letters awarding funding to HAMC members, event flyers, and travel directions.

Strategies and initiatives holds items relating to the greater goals of the HAMC, notably written strategies for addressing the needs of Hispanic Presbyterian communities and practices ministries can adopt. Included are drafts of the “Strategies for Hispanic Churches” created by the National Hispanic Caucus, the “National Hispanic Ministries Strategy” created at the National Hispanic Presbyterian Symposium, and “Hispanic Ministries in the Southwest Planning for the Future” created by the Synods of Southern California and Hawaii, Southwest, and Sun, and General Assembly. Also included are proposals for grant funding such as a proposal for a “regional encounter” for Hispanic/Latino leaders.

Administrative materials contains items relating to HAMC operations such as membership, general announcements, funding, and directories and is split up into seven subseries: correspondence, endorsements, Trull Foundation grants, Texas Presbyterian Foundation, calendars, directories, and manual of operations. Within the correspondence subseries, items include correspondence about newly elected HAMC representatives, requests for grant funding, and notably, an exchange between the HAMC and the Synod of the Sun expressing concern over the elimination of ethnic staff positions within the synod staff. Endorsements includes information forms about newly elected members to the HAMC. The Trull Foundation grants subseries contains materials pertaining to the acquisition and funds distribution of a grant by the Trull Foundation. The Texas Presbyterian Foundation subseries includes financial statements from 2001 and correspondence concerning funds distribution. Calendars contains the 2004 HAMC events calendar. Directories contains a number of undated HAMC directories with names and mailing addresses of HAMC members. Additionally, the subseries contains three documents detailing Hispanic pastors and church members working within the Synod of the Sun. The final subseries, manual of operations, contains five versions of the HAMC manual of operations, which details the organizational structure of the HAMC and defines its mission.

The Unánimes series contains content related to the HAMC-sponsored newsletter. Although printed three times yearly since 1979, this series contains a single digitized copy of Unánimes Vol. XVIII, leaving the files very incomplete.

The second subgroup, the Angie Abrego papers contains the drafts of a paper by former HAMC member Angie Abrego. The paper chronicles the history of the HAMC and was presented at the 19th annual meeting of the Presbyterian Historical Society of the Southwest, and subsequently published in the Society’s proceedings.

The series is separated into two subseries: presentation drafts and correspondence. Presentation drafts contains Abrego’s handwritten drafts and notes, followed by eight typed drafts of the paper, organized from newer versions to older. Notable are the significant differences seen between Abrego’s earlier drafts and later iterations of the paper. Later-removed portions from early drafts contain additional historical details that could be of note.

Items in the Hispanic American Ministries Council subgroup are PDF versions of the destroyed originals. During scanning and deaccession by the Synod of the Sun, the record keepers compiled the items into 24 PDF documents. These files are hosted on the Austin Seminary servers and can be accessed by request via the Seminary Archivist.

For accessibility, the digital documents have been duplicated. One set of duplicates maintains the order of the PDFs as received by the archives. The second set has been rearranged to match the inventory listed below. All subseries have a PDF containing all items within said subseries. When a subseries does not exist, such as in Series IV: Strategies, all documents have been compiled into one PDF. If researchers prefer to use the original arrangement of the digital files, an excel spreadsheet entitled HAMC_pdf_inventory can be provided. This sheet lists all the items in the same order as the inventory list below, but also provides information to locate the item in its original order. Items in this subgroup’s inventory are assigned an identifier such as “A-001” with the letter indicating in which PDF the item is located.
