Biographical Note

James O'Rourke was an Irish American born in Brooklyn, New York. He served in the U.S. Army for two years during World War I before moving to upstate New York. In 1924, he became an immigration agent for the U.S. Immigration and Naturalization Service (INS) and later moved to Texas for work. O'Rourke became the head of operations of the Crystal City Internment Camp in Crystal City, Texas, after the bombing of Pearl Harbor.
