Abstract: Lucy Pearl Phelps Patterson, (1931-2000) was the first African- American woman elected to the Dallas City Council, serving seven years. She was also a college professor at North Texas State University and Bishop College. Mrs. Patterson's papers are comprised of her work as a City Councilwoman, an educator, a community advocate and a social worker. Other components are documents from her City and Congressional elections plus, organizations that she advocated for.

Biographical Note

Lucy Pearl Phelps was born in Dallas on June 21, 1931, to John C. and Florence Harllee Phelps. She attended Booker T. Washington High School from 1942-1945; received a bachelors in sociology and psychology from Howard University in 1950; and a masters in social work from the University of Denver in 1963. On November 25, 1950, she married Albert S. Patterson of Trinidad, West Indies, also a Howard University student. Lucy Patterson and her husband had one son, Albert Harllee Patterson, born August 26, 1969, and two foster children, John Austin Joseph and Charlotte Anne Joseph. Mrs. Patterson was employed in Dallas as a Director with the Dallas County Department of Public Welfare, the Dallas County Child Care Council, and the Community Council of Greater Dallas. She was an assistant professor in the social work program of North Texas State University (1974-1978) and later appointed professor (1963-1968) and director of a similar program at Bishop College in the early 1980s. In 1973, Lucy became the first African-American woman elected to the Dallas City Council, serving until 1980. In 1979, President Jimmy Carter appointed Mrs. Patterson to the White House Committee on Hospital Cost Containment. President Ronald Reagan appointed her to the National Afro-American History and Cultural Commission in 1985. Mrs. Patterson ran for Congress from the 24th Congressional District in 1982. She died in Dallas on June 15, 2000, and is buried at Lincoln Memorial Cemetery, Dallas, Texas.

Scope and Contents

The Lucy Patterson Papers focus primarily document the professional life of this Dallas, Texas, educator, social worker, community advocate, and politician. The collection has been divided into three series: Personal Papers, Political Papers and Academic Career.

Series I. Personal Papers, includes all encompassing materials that span both her personal and professional life, including appointment calendars, awards, biographical information, correspondence, ephemera, photographs, speeches, and writings.

Series II. Political Papers, primarily relate to her three campaigns for Dallas City Council. Campaign materials including precinct profiles are found in Subseries A. Items pertaining to her unsuccessful run for U.S. Congress may also be found here. Documents and reports relating to her tenure on Dallas City council have been placed in Subseries B. Correspondence, City Council memoranda, city ordinances and reports address a variety of issues such as transportation, housing community development, parks and recreation, public safety, and a variety of constituent needs. Of particular interest are materials relation to the desegregation of Dallas Independent School District, planning for the Martin Luther King, Jr. Center; the renovation of Dallas Union Terminal from a segregated station to a modern office building; Dallas Police Department report, and city facilities tour providing detailed statistical information on city buildings and agencies.

Series III. Mrs. Patterson's career in education and social work is the focus of Series III. Materials relating to her teaching at North Texas State University and Bishop College have been placed in Subseries A. Documentation of her advocacy and service to professional associations such as Dallas Women Against Rape, Greater Dallas Community Relations Commission, and National Association of Social Workers is in Subseries B.
