In 1994, Texas State Representative Harryette Ehrhardt, a Democrat, was elected to the
Texas House of Representatives, representing District 107, Dallas County (part). She served
four consecutive terms from 1995 to 2002, during which time she was appointed to the
following committees: Rules and Resolutions, Human Services, Urban Affairs, Financial
Institutions, and Select Teacher Health Insurance Committees. While in office, Ehrhardt
worked to pass legislation on issues including home equity loans, anti-hate crime laws,
measures to end school violence and reform low-income housing laws, a major tax reduction,
and health care for school teachers.
Ehrhardt was born in Hattiesburg, Mississippi, on August 5, 1934. She earned a B.A. and M.A.
from Southern Methodist University, a Doctorate of Education from the University of Houston,
and worked in Dallas County as classroom teacher, principal, and college professor. In
addition to her legislative service, she has been involved with a variety of Dallas area
boards and commissions, including: Member, Dallas Independent School District Board of
Education; Chair, Housing Committee Dallas County Community Development Block Grant
Commission; Chair, Greater Dallas Community Relations Commission; and First Chair, Dallas
Health Alliance.

vouchers, clippings, notes, correspondence, financial statements, resumes, personnel action
requests, reports, lists, presentation materials, statistics, videocassettes,
audiocassettes, publications, newsletters, and press releases, dating 1991, 1994-2001 and
undated (bulk 1995-2001), that reflect the interests and activities of Texas State
Representative Harryette Ehrhardt.
Bill files and committee files document legislative bills authored by or of interest to
Ehrhardt during the 74th through 77th Legislative Sessions, as well as Ehrhardt's service on
the Committee on Human Services, Urban Affairs Committee, and Select Teacher Health
Insurance Committee during the 77th Legislative Session (2001). Major subjects addressed
include health insurance for public school employees, prohibition of discrimination by
public educational institutions, informed consent for the elderly, nursing homes and other
residential care facilities, the Texas Department of Housing and Community Affairs low
income housing tax credit program, hate crimes, and rural development.
Subject files provide evidence of Ehrhardt's interest in and work on legislation concerning
teacher's health insurance and housing issues, particularly in regard to the low-income
housing tax credit program of the Texas Department of Housing and Community Affairs (TDHCA).
Materials concerning teachers health insurance include documentation of the Interim House
Select Committee on Teacher Health Insurance (2000), a committee Ehrhardt does not appear to
have officially served on but, nevertheless, worked with in some capacity. Finally, general
office files include information on staff members and interns, provide evidence of
Ehrhardt's office policies and procedures, detail office expenses and furnishings, document
interactions between Ehrhardt's office and the House Administrative Office, and contain
information on luncheons for female legislators and school art projects.
To prepare this inventory, the described materials were cursorily reviewed to delineate
series, to confirm the accuracy of contents lists, to provide an estimate of dates covered,
and to determine record types. Contents of the audio and video tapes have not been verified
by archives staff.

Restrictions on Access
In accordance with Texas Government Code, Chapter 306, Representative Harryette Ehrhardt
opened the communications between herself and citizens/residents of Texas on November 8,
2002.
Because of the possibility that portions of these records fall under Public Information Act
exceptions, including e-mail addresses, social security numbers, personal privacy
restrictions, addresses and telephone numbers of state officials or employees, account
numbers, and security information for computers, an archivist must review these records
before they can be accessed for research. The records may be requested for research under
the provisions of the Public Information Act (V.T.C.A., Government Code, Chapter 552). The
researcher may request an interview with an archivist or submit a request by mail, fax, or
email including enough description and detail about the information requested to enable the
archivist to accurately identify and locate the information requested. If our review reveals
information that may be excepted by the Public Information Act, we are obligated to seek an
open records decision from the Attorney General on whether the records can be released. The
Public Information Act allows the Archives ten working days after receiving a request to
make this determination. The Attorney General has 45 working days to render a decision.
Alternately, the Archives can inform you of the nature of the potentially excepted
information and if you agree, that information can be redacted or removed and you can access
the remainder of the records.

publications, and videocassettes, dating 1996-2001, from the office of Texas State
Representative Harryette Ehrhardt. The documents provide evidence of Ehrhardt's interest
in and work on legislation concerning teachers health insurance, gun show loopholes, and
housing issues, particularly in regard to the functions and services of the Texas
Department of Housing and Community Affairs (TDHCA). |

Problems within TDHCA were identified by a critical 1999 State Auditor's report and the
2000 agency sunset review. The materials included here provide information on TDHCA's
low-income housing tax credit program, particularly the decision-making process behind
the awarding of low income housing funds. Some TDHCA materials are duplicates that
contain unique annotations. |
|
Materials concerning teachers health insurance include documentation of the Interim
House Select Committee on Teacher Health Insurance (2000), a committee Ehrhardt does not
appear to have officially served on but, nevertheless, worked with in some capacity.
This committee's work to study the prospect of a statewide group insurance program for
employees and retirees of school districts is related to legislation proposed by
Ehrhardt in 1999 (76th Session) and led into the work of the Select Committee on Teacher
Health Insurance (2001), a committee on which Ehrhardt did serve. |
