![]() Texas Governor's Task Force on Agricultural Development:An Inventory of Meeting Materials at the Texas State Archives, 1988-1989 (bulk 1988)
Agency HistoryThe particular Governor's Task Force on Agricultural Development whose records are included in this accession was created by Governor William P. Clements, Jr. on April 21, 1988 (Executive Order WPC-88-6). Its purpose was "to bring leaders from Texas commodity groups, agricultural organizations, private agribusiness, education, and state government together to address common issues and help develop specific recommendations for action at both the state and national levels." The Task Force was composed of 26 members appointed by the Governor, serving without compensation or reimbursement of expenses. The chairman was selected by the Governor. Members were divided into five committees: Rural Economic Development, Agricultural Research and Technology, Taxation and Finance, State Planning, and Federal Issues. An Executive Committee included chairmen of each of the committees. Eleven advisors and five technical advisors (one assigned to each committee) were chosen from both houses of the Texas Legislature, Texas A&M University, the Texas Agricultural Extension Service, Texas Tech University, the Farm Credit System, and the Texas Farm Bureau. The Task Force examined the recommendations of the Agribusiness Committee of the Business Development and Jobs Creation Task Force, as well as the recommendations of other committees and task forces on agriculture (including an earlier Governor's Task Force on Agricultural Development which had been created on December 31, 1981 by Executive Order WPC-41). The Task Force met three times (May, June, and July 1988), and held public hearings in Lubbock, Dallas, and San Antonio (June-July 1988), during which 73 individuals presented testimony which produced more than 240 issues that were referred to appropriate committees of the Task Force for further study. A final report was published in December 1988. Return to the Table of Contents Scope and ContentsThese records of the Governor's Task Force on Agricultural Development consist of meetings materials, including a membership list for the Task Force, its committees, and its advisors; minutes, committee reports, and presentations and statements (including printed materials), for the June 6-7, 1988 meeting of the Task Force and its committees; and statements, presentations, and other testimony from the public hearings held in Lubbock (June 27, 1988), Dallas (June 28, 1988), and San Antonio (July 12, 1988). Missing from these records is documentation of the first and third meetings of the Task Force (May 16 and July 19, 1988). Also missing is the final report, Texas Five Point Plan for Agricultural Development (December 1988), which is, however, available in the Texas Documents Collection of the Information Services Division of the Texas State Library and Archives Commission. To prepare this inventory, the described records were cursorily reviewed to delineate series, to confirm the accuracy of contents lists, to provide an estimate of dates covered, and to determine record types.
