Administrative History

In 1975, Austin Mayor Jeff Friedman created a 15-person Commission on Electric Rates for the purpose of reviewing "Austin's electric rate structure in hopes of narrowing the gap between rates charged large and small customers." (Austin American-Statesman, 1975) Over the next few years, the commission held public hearings and private meetings to come up with recommendations for the city council about utility rate charges. The commission also looked at alternative sources of energy, including nuclear power and natural gas. Studies on energy efficiency ultimately led to the commission's recommendation that Austin pull out of the South Texas Nuclear Project.

The commission put forward a new rate structure in 1976, which would decrease charges to the public. As a safeguard, the commission also recommended the establishment of a permanent utility commission to oversee the activities of the Electric Utility Department. This led to the creation of Austin's Electric Utility Commission in 1977, with the goal of advising the city council on electric utility policies and procedures.
