Abstract: Mary Gay Maxwell served on the City of Austin's Environmental Board for 15 years. Her papers document the work of the Environmental Board from 2000-2016 through agendas, minutes, reports, correspondence, and administrative records. The materials also document Maxwell's work with the Hill Country Foundation and other community environmental associations.

Biographical Sketch

Mary Gay Maxwell was born to James Albert and Gay More Maxwell on September 13, 1939 in Brownsville, Texas. She moved to Austin to attend the University of Texas where she earned her undergraduate and doctoral degrees in psychology. She also earned a master’s degree in Spanish from Middlebury College and began her career as a Spanish teacher. She was a psychologist in private practice for 14 years with experience in drug abuse prevention for the Texas Department of Community Affairs, and as a member of a crisis intervention team in the area of desegregation in Austin Independent School District.

Maxwell joined the Save Our Springs Alliance board in the late 1990s and stepped in as Save Our Springs Alliance’s full-time volunteer executive director in 1999. She also served as a leader of the North University Neighborhood Association in the early 2000s.

She served on the Environmental Board (later the Environmental Commission) for 15 years, beginning with her appointment by City Council Member Beverly Griffith in 2001. She was reappointed by Council Members Betty Dunkerley and Laura Morrison. After the election system and the name of the board changed in 2015, Mayor Pro Tem Kathie Tovo reappointed her to represent Council District 9. Maxwell served as chair of the board from 2008 to the time of her death in 2016. On March 30, 2016, Maxwell was killed in a car accident.

Scope and Contents

The collection is arranged into two series. The first series consists of Environmental Board records and the second series documents Maxwell's community work. The Environmental Board records make up the bulk of the collection and are further arranged into chronological files and files by subject. The original groupings of materials were maintained, thus the split between chronological and subject files. Because of this, some documentation of the subjects covered in the files by subject are also contained in the chronological files and vice versa. The chronological files date from 2002-2016 and contian Maxwell's original headings when available, otherwise listed is "agendas, minutes, notes" for various dates. The subject files, dating from 2000-2015, contain further documentation on the Balcones Canyonlands Conservation Plan, Barton Springs, Lady Bird Lake, water quality, Water Treatment Plant 4, Waterfront Overlay Task Force, and watershed protection. A large focus of the Environmental Board during this time was the planning of Water Treatment Plant 4. Due to the population growth of Austin and the aging water treatment plants, there was great need for a new treatment plant. The existing water treatment plants draw water from Lake Austin, whereas Water Treatment Plant 4 (WTP4) is located on Lake Travis. The planning for WTP4 relied on the environmental commissioning process to ensure environmental protection at every step. WTP4 also includes Jollyville Transmission Main, which is well documented within the collection.

Maxwell's involvement in various community projects is documented in the Community Work series. The majority of the materials cover her work with the Hill Country Foundation, particularly Land Steward training focusing on the Parkshouse tract in 2006. There is also a large portion of materials documenting Maxwell's work from 2002-2007 on trail maintenence, educational signage, and hiking tour training at Slaughter Creek Trail. There is a flyer from December 2017, over a year after Maxwell's death, documenting the re-naming of the Slaughter Creek Management Unit to the Mary Gay Maxwell Management Unit.
