Abstract: Austin Resource Recovery, formally known as Solid Waste Services, is a City of Austin department that provides residential and commercial trash and recycling collection as well as other services and programs. The collection contains informational materials, memos, reports, and fliers relating to programs and initiatives created by the department between 1992 and 2011.

Administrative History

Austin Resource Recovery is a City of Austin department that provides residential and commercial trash and recycling collection among other services with a mission of transforming waste into resources while keeping the city clean. The department has gone through multiple iterations and name changes. Beginning as the Austin Sanitation Department under the Department of Public Works, the department's initial role was to pick up household waste, dispose of dead animals, and sweep streets under the mission of creating a cleaner city through sanitary measures. The department during this time treated the material collected as waste, including recyclables and compostables. Around 1990, the Environmental and Conservation Services Department (ECSD) was created to combine three departments: Solid Waste Services, Resource Management, and the Environmental Department. Around 1994, Solid Waste Services left ECSD to operate independently.

In 2011, the department implemented a master plan which included changing the name from Solid Waste Services to Austin Resource Recovery to better reflect the new mission of the department, which centers on a Zero Waste initiative. Under this new mission, the department focuses on resource recovery and materials management with the goal of reaching Zero Waste by 2040 through keeping at least 90 percent of discarded materials out of the landfill. The department still provides multiple services to Austin residents including curbside collection of trash, recycling, yard trimmings and bulk collection, as well as street sweeping, litter abatement, and household hazardous waste collection.

Scope and Contents

The collection is arranged by the operational divisions within the department. The bulk of the collection documents Administration and Support Services. The Public Information and Community Education items consist of service brochures, school program materials, and outreach materials. Most of the materials document the Captain Can Educational Program from 1998 to 2000, which was an interactive educational waste management program designed to teach elementary school children how to reduce waste, recycle correctly, dispose of garbage safely, and properly dispose of household chemicals. The Captain Can presentation was also made available to Austin-area businesses, civic, and community organizations. The department applied for two awards for their development of this program. Videocassettes, videodiscs, and compact discs contain various video and audio recordings of the Captain Can program. A registration flier and videocassettes document the Recycling Adds Up program, which taught third graders about recycling through a math-based curriculum. The department also took part in outreach activities to engage the community in waste reduction, including America Recycles Day and Clean Your Files Day. There is also a one page printed photo collage from circa 2000 of staff celebrating in December and during Black History Month.

A 1992 progress report to Austin City Council about the Pay-As-You-Throw program, which was designed to minimize waste sent to the landfill, comprises the Collection Services material. There are also various memos and research materials concerning implementing a recycling program for commercial businesses in the city. The proposal was lead by Council members Gus Garcia and Max Nofziger in 1993.
