Administrative History

The Austin Council of Parent-Teacher Associations (formally called Austin City Council Parent-Teacher Association) is an umbrella organization for the parent-teacher associations (PTAs)/parent-teacher-student associations (PTSAs) in the Austin Independent School District. It is a member of District 7 of the Texas Congress of Parents and Teachers. The group was formed in 1910 as the Austin School Improvement League and in 1912 was reorganized as the Council of Presidents consisting of the presidents of the Mother’s Clubs of each school. The name of the group evolved into Austin City Council Parent-Teacher Association in the 1920s and then to Austin Council of Parent-Teacher Associations (ACPTA) in the 1990s. An executive board of twelve elected officers and various chairmen presides over the ACPTA, which also includes four voting members from each school: the school principal, school PTA president, and two delegates.

The objectives of the ACPTA include promoting the welfare of children, securing adequate laws for the protection of children and youth, strengthening and unifying the local PTAs, and influencing public opinion regarding education and youth interests. To meet these objectives the Council sponsors various programs and committees, actively supports certain educational and zoning legislation, sponsors training workshops for local PTA officers, works in close conjunction with the Austin Independent School District, and provides members to serve on community-interest committees sponsored by other organizations. The Council also donates money to projects that fund scholarships, vision and hearing testing, and clothing for needy students. Notable names include past presidents Ruth Ruiz (1977-78), Winnie Gage (1978-79), a former member of the school board, Evelyn Bonavita (1979-81), Nancy Manning (1981-82), and Leigh Everett (1982-84), as well as treasurers Ray Bessner, Karen Cook, and Karen Williams.

Scope and Contents

Minutes, correspondence, directories, printed materials, financial documents, scrapbooks, and creative works document the policies and activities of the Austin Council of Parent-Teacher Associations. The records are arranged into three series: the Austin Council of Parent-Teacher Associations, individual school parent-teacher associations, and Texas Congress of Parents and Teachers, District 7, of which the Austin Council of PTAs is a member.

The bulk of the material is contained within the Austin Council of Parent-Teacher Associations series, and largely dates from the 1970s and 1980s. This includes records of the executive committee officers as well as the committees, programs, and activities of the Austin Council of Parent-Teacher Associations. The general material consists of minutes and agendas of the executive committee, plans of work, and general information about the organization. A small number of artifacts, photographs, and scrapbooks are also included in this series. The Presidents’ records contain correspondence with the national, state, district, and local parent-teacher associations (PTAs), Austin Independent School District (AISD) administrators, and other individuals and organizations concerned with education, desegregation, prayer at PTA meetings, school policies, and the welfare of children. Activities of the president, as a member of different advisory committees for AISD and other organizations concerned with children’s issues are also included in the Presidents’ records.

The Treasurer’s records include ledgers, dues, and contributions of the individual school PTAs, and bank and savings account statements. The records document the revenue and expenditure of funds for the day to day administration of the Austin Council of PTAs and its programs such as the Vision and Hearing Fund, the Clothing Fund, and the Scholarship Fund.

The materials documenting committees and programs demonstrate the diverse interests and activities of the Austin Council of PTAs. These interests and activities include zoning issues, desegregation, drugs, mental health, immunizations, scholarships, television programming, and legislation concerning children’s issues.

The School Parent-Teacher Associations series includes minutes, correspondence, financial documents, printed materials, and creative works. The most important information comes from the correspondence and newsletters of the individual schools documenting activities such as fund raising, school safety, PTA awareness, and holiday programs. Materials within the Texas Congress of Parents and Teachers, District 7 series document the activities of the district members and the planning and participation of Austin Council of PTAs members at the annual conferences. Materials from Texas State PTA Conventions document the Austin Council of PTAs participation through photographs, notebooks, convention packets, and correspondence.
