Biographical NoteWilliam E. Ketchum was born in Indiana in the mid-1880s. By the time the 1900 Federal Census was taken the family moved to Austin, Texas. The 1910 Federal Census lists his occupation as architect. He is also listed in the Austin City Directory as an architect-engineer "specializing in public, commercial and residential work" from the 1910s through the 1940s. When Travis County decided to build a new courthouse in the 1930s the State made a trade with Travis County, by which it gave the county another site, plus a cash payment covering the estimated value of the old courthouse located at the corner of 11th and Congress Streets, Austin. The old jail attached to the courthouse was torn down to make space for the State Highway building. The courthouse was remodeled by Ketchum and used for offices for the Game and Fish Commission. It was given the name "Walton Building" combining recognition of the name of Izaak Walton and Buck Walton. Ketchum was well known and designed many buildings throughout the state including two buildings for the Stephen F. Austin State Teachers College including the J. Rusk Building; a library for the East Texas State Teachers College and for the Sam Houston State Teachers College; a building for the Congregation Agudas Achim at 10th and San Jacinto Streets, Austin; and Austin State Hospital buildings. Ketchum contains a set of architectural drawings and specifications for the remodel of the Travis County Courthouse to state office building (1931) and drawings of 2 cottages for Gertrude Ketchum at 209 E. Milton, Austin (circa 1918). In addition there are 2 perspective drawings of an unidentified courthouse and the Thomas J. Rusk building at Stephen F. Austin State Teachers College (1925).
